TechnoServe is recruiting a Senior Program Performance Officer (m/f), to be based in Maputo, Mozambique.

  • Women IN Business (WIN) is a five-year program that is empowering women across the country. WIN works with private sector and other actors to help them improve their goods and services for the benefit of women. WIN provides advisory services and financial resources to these actors to subsidize the cost of testing new models and ways of working
  • The principle objectives of this role are to ensure that WIN is effective in a) tracking its progress, b) making evidence-based management decisions, and c) sharing its learnings with stakeholders. The individual will oversee performance management with the use of iterative learning tools, frameworks and processes for WIN. The Senior Program Performance Officer will report to the Program Director and work closely with the program team to capture learnings
Duties
Learning Systems and Processes
  • Develop and maintain the core systems and processes for tracking program progress and impact (e.g. creating and following measurement plans, managing the databases that combine all our program activities and results/impact)
  • Work with the program team to apply these performance management systems
  • Manage all major program evaluation exercises including feasibility studies, baseline surveys, operational research exercises in collaboration with program staff
  • Assist the Program Director in reporting program performance and learnings within TechnoServe, to the Swedish Embassy and to other stakeholders
  • Support the preparation of narrative reports and case studies as required
  • Oversee the development of performance management capacity for program staff
Coordination
  • Interface with other country and regional counterparts, as appropriate
  • Assist with processes that ensure learning is shared and flows transparently within the team
  • Support the exchange of information and knowledge to improve project implementation by participating and contributing to internal and external fora
Evaluation of Partners & Sub-contractors
  • Establish and maintain strong working relationships with subcontractors and partners
  • Manage the performance of partners and external consultants, especially those working on research/feasibility studies and data collection
Requisites
  • Relevant academic education in an analytical field
  • At least 5-7 years’ experience working in management consulting, business analytics, market research, social sciences research, management information systems (MIS) and/or monitoring and evaluation (M&E)
  • Experience managing databases
  • Able to coach and train others in use of M&E/MIS and research best practices
  • Demonstrated ability to design and conduct qualitative and quantitative research
  • Able to manage, analyze and synthesize complex data using Excel, Stata and/or other programs
  • Able to write reports in English and Portuguese
  • Experience using DCED standards will be an added advantage
  • Confident with MS Word, Excel, PowerPoint and Outlook
  • Fluent in Portuguese and English
  • Exceptional investigator and asker of questions
  • Excellent quantitative and qualitative analytical skills; creative and adaptable in approach as required by the analysis at hand
  • Very good inter-personal skills – able to engage thoughtfully with team members and with program stakeholders
  • Pushes innovative ways of thinking and working
  • Ability to analyze complex issues efficiently, thoroughly understand sector dynamics, and proposes innovative solutions
  • Gives constructive feedback to team mates and influences others to work better
  • Maintains integrity and personal reputation
  • Is a self-starter, energetic and friendly
