The United Nations World Food Programme (WFP) in Mozambique wishes to recruit qualified and experienced Mozambican nationals for the role of Senior Programme Assistant - VAM, to be based in Maputo.
Duties
Under the direct supervision of the VAM national officer and the general supervision of the VAM/M&E international officer, the Senior Programme Assistant will carry out tasks in the following fields of expertise: food security and market analysis, Geography Information System (GIS), remote sensing, disaster risk reduction and early warning systems. He/she will also undertake field missions on food security assessments, monitoring and any other technical support when deemed necessary. Specifically he/she will be responsible for the following duties:
- Provide technical support for food security analysis, i.e. analysis of the food security situation and the vulnerability; profiles of food insecure people, households’ food consumption patterns, their access to food and livelihoods strategies
- Analyze data and generate outputs on the food (in)security indicators at community and household levels
- Contribute to the strengthening of tools on food security monitoring aimed at tracking changes in vulnerable communities and households
- Undertake the analysis of markets, food prices and cost of the food basket
- Contribute to the timely preparation of the WFP bulletin on staples price and cost of food basket for monitoring monthly/quarterly trends
- Review secondary data on food security and markets
- Apply GIS tools to develop thematic maps on food security profile, risks factors, vulnerable areas and other relevant field of expertise
- Update tools of analysis and ensure data accuracy, including database on spatial and food security information
- Undertake the analysis of remote sensing data (e.g. NDVI, rainfall) aimed at generating information on seasonal anomalies that might impact food security in Mozambique
- Contribute to develop early warning tools and prepare bulletin upon request, particularly in the emergency period once there is risk of flooding in Mozambique
- Provide technical inputs to risk-mitigation and resilience-building activities in the WFP’ s proposals on Food For Asset (FFA) and Cash For Asset (CFA)
- Undertake the analysis of risks factors and their potential impact on the most vulnerable, including risk assessments, profile and mapping
- Provide tools on monitoring assets for risk mitigation, foreseen results and impact on community resilience
- Capacity building support to the Programme Unit and the Sub-offices staff on relevant tools for data collection, assessments and monitoring
- Capacity building support to district/provincial/central government staff on information derived from food security analysis and risk assessment aimed at strengthening institutional capacity on early warning systems and risk mitigation interventions
- Act as Focal point for all issues related to disaster risk management and early warning systems
Requisites
Education
- University degree in Agriculture, Sociology, Geography, Nutrition, Agricultural Economics, Food security, Environment, Public Health, Community Development
Experience
- Minimum 5 years of relevant experience in Programme Management, Survey tools and techniques, Extension work and Emergency preparedness and Response with NGOs, international organizations or bilateral development agencies
- Proven community mobilization skills
- Full knowledge of computer applications (MS Office – Word, Excel, Power Point) and some knowledge of database packages. Experience in handling of web-based management systems
- Excellent communications skills, including good drafting ability in both English and Portuguese
- Ability to develop and maintain effective work relationships with counterparts and staff within the office, donors, local authorities, NGOs and other UN agencies
- Knowledge of statistical analysis software, such as SPSS and Excel
- Familiarity with quantitative survey techniques and analysis
- Experience on M&E systems, data analysis, preferably relevant to specific area of food security
- Demonstrated capacity/hands-on experience in capacity building of field staff is desirable
Language
- Excellent command of English and Portuguese is required
