Senior Programme Manager – Urban

WaterAid is a British INGO dedicated exclusively to the provision of safe domestic water, sanitation and hygiene education to the world’s poorest people.

WaterAid in Mozambique intends to hire a Senior Programme Manager - Urban (SPMU). The jobholder will be part of the Senior Management Team (SMT), which includes the Country Representative (CR), Senior Programme Manager - Rural (SPMR), Financial Manager (FM), Advocacy and Learning Manager (A&LM) and the Admin and HR Manager (A&HRM).

Duties
  • Facilitate the development and implementation of WaterAid Mozambique’s Urban Strategy in line with the CS and WaterAid’s Global Urban Guidelines
  • To analyze WaterAid’s work, researches and studies, and identify key blockages within the Mozambique context and formulate development approaches, by incorporating WaterAid global urban WASH framework principles
  • Ensure application of research findings to pro-actively support the work of civil society networks in dealing with urban sector reform challenges and issues in the areas of decision making, service distributions, service quality, and involvement of the poor in urban reform processes, accountability and service governance
  • Actively participate in urban sector discussions / debates and strengthen WaterAid’s reputation and credibility in the urban WATSAN sector
  • Identify and develop constructive and cooperative working relationships with urban sector professionals in government, donor community, service providers and utilities and maintain them over time
  • To work with alliances, WaterAid staff and partner organizations; build effective partnership with urban utilities and the regulatory
  • Identify key capacity gaps and formulate strategies to overcome them
Requisites
  • University degree or professional qualification in relevant subject (e.g. health, anthropology, engineering, social sciences, development studies)
  • At least five years of strategic programme planning, implementation and management
  • Experience in water supply, sanitation and hygiene promotion development programmes, including low-cost water and sanitation technologies
  • Experience in planning and implementing effective monitoring and evaluations systems
  • Experience in programme and finance management
  • Experience in the line-management of senior staff
  • Sound knowledge of management of finances
  • Sound knowledge of the complexity of urban context Excellent strategic planning skills
  • Excellent programme design and budgeting skills Excellent facilitation and training and report writing skills
  • Excellent people management skills Computer-literate (word processor and spreadsheet)
  • Drivers licence
  • Excellent written and verbal Portuguese
  • Functional written and verbal English
  • Commitment to WaterAid’s values and a working style that reflects these
  • Ability to work independently in the initiation of new approaches and development of existing ones
  • Understanding of, and willingness to work within, the context of advisory partnership relationships
  • Ability to work within a multidisciplinary team environment
