CONTACT is recruiting a Senior Purchaser Business Services, to be based in Maputo, Mozambique.
Duties
- Reporting directly to the C&P Manager, the main activities of the position are to liaise with other teams and contributes to the processes of the contracts and procurement entity; perform source to contract process for goods, services and TAS (prepare the call for tender documentation and specific tender and tender evaluation procedures in line with company procedures)
- To manage procurement processes delivering best quality in time and at the optimal cost for TEPMA1
- To participate in the improvement of procurement practices; to successfully prepare, negotiate and administer a broad range of complex, technical and high value/risk purchases
- Issue contracts and service/purchase orders (liaise with the relevant technical teams (DUET) to ensure that the technical requirements are adequately incorporated into the tender process and collaborate with various cross functional departments; evaluate contractual proposals and prepare the recommendation to award and participate to the contract committee if required
- Ensure that the contracts assigned are managed in accordance with the agreed contractual terms and conditions and that company’s interests are protected at all times; ensure the proper execution of purchasing operations
- Processing of purchase requisitions (PRs), analyze them and ensure that adequate material specification and lead times are in accordance
- Propose the bidder lists according to the nature of the requests and lead negotiations with suppliers associated with award and performance of Pos then issue RTAs in duet with partner entities in charge of the request; negotiate and solve all changes leading to amendment from partner entities or suppliers/contractors
- Have regular interface meetings with recruitment agencies and manage TAS portfolio
- Ensure compliance of the procurement process with all internal company rules (including the company's code of conduct) and all applicable laws and regulation
- Ensure the application of TEPMA1 general terms and conditions for purchase of equipment
- Ensure the good administration and filing of all the purchasing documents and ensure that all approvals, justifications, circulation forms etc... are filed in line with the applicable procedures
- Ensure that all procurement activities meet audit requirements in order to minimize any potential partner/audit claims or court actions
- Be in constant alignment with H3SE company rules, procedures, instructions and applicable legislation - take the necessary measures to avert immediate threat of danger, exercising caution as necessary to avoid danger to persons and installations or avoid pollution, participate actively in H3SE meetings, training sessions and drills and co-operate actively in the execution of H3SE plans
Requisites
- Higher education in a relevant field, Master's degree will be preferred
- Professional experience of 6-7 years (Minimum 2 years in technical contracts domain) with exposure on operations
- Intermediate level in Purchasing Technical Competencies required
- C&P tools advanced certification required
- Good command of English language
