The Partnership for Supply Chain Management (PSCM) is implementing the global Supply Chain Management System (SCMS) contract for the United States Agency for International Development as part of the President’s Emergency Plan for AIDS Relief. The purpose of the contract is to establish and operate a safe, secure, reliable and sustainable supply chain management system to procure pharmaceuticals, laboratory supplies and other products needed to provide care and treatment of persons with HIV/AIDS and related infections.
The USAID | DELIVER PROJECT is a U.S. Agency for International Development (USAID)-funded project that improves supply chain systems for a wide range of health commodities (contraceptives, condoms, essential drugs, and select commodities for HIV/AIDS, malaria, maternal and child health, and infectious diseases). The project procures commodities directly. It also designs, develops, strengthens, and, upon request, operates safe, sustainable, and reliable supply systems that provide a range of affordable, quality essential health commodities to clients in country programs.
The Senior Warehousing Advisor serves equally on both projects.
Duties
- Serve as the technical lead for SCMS and DELIVER activities in warehousing (including storage and transportation, distribution as it relates to goods leaving warehouses, and procurement as it relates to goods entering warehouses) at the central level and regional levels
- Provide strategic guidance to CMAM on all warehousing issues
- Build capacity in CMAM and others in warehousing and distribution
- Supervise the warehouse staff including Warehouse Associates and Operations Manager(s) at Zimpeto- and ADIL warehouses
- Promote the use of WHO best warehouse practices at all warehouses
- Promote the use of CMAM's computerized warehouse management system (MACS and Central Tool), recommend improvements and strategically lead further implementation of the existing and future system modules at all central-level warehouses
- Promote the use of data to inform and guide decision making by continually identifying gaps and developing corrective actions as needed
- Support project activities in warehousing at the provincial and district levels as appropriate
- Develop and Implement a plan to transfer key warehousing functions to CMAM in the next 18 months
- Work with CMAM staff to develop, train, implement, and monitor the use of SOPs
- Provide strategic guidance in collaboration with CMAM about best practices in supply chain management, including warehousing, transportation, and dispatching of goods (This may include placement of new infrastructure, new methods of distribution, use of out-sourcing, etc.)
- Collaborate with CMAM to strengthen key performance indicators and use existing tools to gather data, monitor and evaluate performance. Direct SCMS resources to help CMAM achieve success in their KPIs
- Work with the Senior Operations Manager to install and use improvements in infrastructure and materials handling equipment and modify/add SOPs as necessary
- Work with CMAM management in the use of data from the WMS for decision-making, especially in the use of existing reporting and the identification and specifications of new reporting
- Collaborate with SCMS staff supporting the SIMAM database to improve the use of field data, conducting root cause analyses and suggesting corrective action for decision-making in warehousing at the central level
- Design, develop, and implement procedures for improved use of the facilities among all available central-level warehouses (Zimpeto, ADIL, and Beira)
- Serve as the SCMS lead for advising USG and CMAM on planned infrastructure improvements for Zimpeto, Beira, and the proposed new warehouse for the Northern Region
- Serve as a mentor for CMAM non-warehouse staff in managing the warehousing and distribution functions
- Supervise all SCMS staff involved in warehousing and WMS operations
- Mentor CMAM management within the warehouses in best practices in receiving, inventory, and distribution
- Participate in project management including management meetings, workplan development, budget monitoring, PMP development, reporting and implementation, human resource management, routine and ad hoc reporting to the USG and the home office
- Other duties as assigned
Requisites
- Master’s Degree in a related field
- Minimum of 10 years of experience in supply chain management, specifically warehouse management
- Knowledge of pharmaceutical sector warehousing or equivalent knowledge for time and temperature and high-value commodities
- Knowledge of HIV/AIDS and malaria prevention, treatment, and care and family planning programs preferred
- Experience with design and implementation of standard operating procedures
- Familiarity with WMS systems including implementation and management
- Strong interpersonal skills, preferably with experience building and managing new teams, and an ability to work across disciplines and in diverse locations internationally
- Strong negotiation skills at a senior level with Ministry of Health officials and representatives of the US Government
- Demonstrated skill in preparing and presenting data analysis
- Experience in Mozambique
- Fluency in English and Portuguese or willingness to learn
- Executive-level computing skills in standard software systems, such as Microsoft Word, Excel, PowerPoint, and Project
- Willingness to travel within the country, regionally, and internationally, as needed
