Johanniter International Assistance is recruiting a Short-Term Consultant to conduct a Feasibility Study for Water Infrastructure (m/f), to be based in Metuge and Quissanga, Mozambique.
Description
- Johanniter Mozambique are currently planning to implement one livelihood project in Manica province (BMZ-PT) and three integrated health projects (Health, Wash, Nutrition) in Cabo Delgado province (BHA, BMZ-ÜH and GFFO)
- The project: JUH is implementing a project on Improving the health status of conflict-affected vulnerable populations in the province Cabo Delgado in northern Mozambique. The project includes the installation of water and sanitation infrastructure in an IDP camp and health facilities in Metuge and Quissanga Districts
- Objective of the Consultancy: The project includes the Construction/installation of communal emergency latrines, handwashing and bathing facilities in Health Centers and IDP settlements in the 20 target communities in the districts of Metuge and Quissanga
- As for the water supply systems, detailed sketches and the Bill of Quantities (BoQ) for latrines, hand washing stations and bathing facilities, have been planned to be finished and to be provided to BHA for approval within the first 12 weeks of the activity implementation period (prior to tendering/procurement)
- The Objective of the Consultancy is the preparation of a WASH Feasibility Report for the water and sanitation infrastructures of the project
- The overall objective of the assignment is to recommend solutions for providing access to clean water for sanitation, handwashing and bathing facilities in the targeted communities. For new water infrastructure the consultant should recommend appropriate technology that will last through community management after being installed, based on the context and the intended users
- The main objectives of the study are to:
- Assess the status of identified existing but currently not non-functioning water points
- Assess the feasibility of new water infrastructure solutions for the identified communities and locations and make recommendations
- The report should include:
- The design and Bill of Quantities (BoQ) as the core of the study for each infrastructure:
- 1 technical design for each of the 20 water supply systems (20 designs in total)
- 1 technical design for 50 emergency latrines, 100 hand washing facilities, 50 bathing facilities for the IDP camp (three designs in total)
- 1 technical design for 4 latrines 16 hand washing stations, for the health facilities (three designs in total)
- 1 concrete description of not more than 1 page of each of the above mentioned 26 technical designs
a concrete budget in US dollars for each of the 26 designs (1 page)
Duties
- Responsibility of the Consultant:
- Key responsibility of the Consultant is to prepare the feasibility study (design and Bill of Quantities) for the WASH infrastructure in 20 communities targeted in the BHA funded project
- To ensure the successful development of the study the Consultant:
does a field analysis of the communities
- Works closely with the Johanniter country teams in Mozambique and the responsible
- Analysis potential gaps in the planning of the WASH interventions of the project
- Develops the required items of the study (see above technical design, general overview, budget)
- Prepares the final report that will be included in an overall WASH Feasibility study
- The consultant will work together with the MOZ Country Team, with a special link to the Senior Programm
- Manager and the Senior WASH Coordinator in Pemba
Deliverables
- Field visits to the 20 communities and the targeted locations
- Focus Group Discussion Guide – requires approval of JUH before implementation in the field
- WASH feasibility study Report( Design and Bill of Quantities) - complete report documenting all of the findings from the field, the Focus Group Discussions, Meetings and Desk research presenting recommendations for appropriate water infrastructure for each location based on the conditions above. The report shall be presented in the requested structure according to BHA requirements
Requisites
- The Johanniter International Assistance is looking for an experienced individual with a thorough understanding of the situation in Cabo Delgado, Mozambique and WASH strategies related to the communities to be targeted for interventions. The consultant should draw from his or her knowledge and experience in WASH solutions in similar contexts. The consultancy assignment is open to individual national or International Expert Consultants
- We are looking for a person having the following professional attributes:
- University Degree in Business Administration/Accountancy or equivalent degree OR relevant work experience in similar position
- Bachelors but preferably Masters in WASH-related field
- At least 5 years of experience in WASH management in the field of humanitarian aid/development cooperation
- Experience in preparing WASH related feasibility studies
- Ability to write reports and work instructions
- Working experience in Mozambique is a plus
- Proven expertise in water infrastructure in Mozambique or a very similar context
- Proven competency and experience in research methodology around rural water issues
- Fluency in English with excellent verbal and written communication skills
- A good understanding of community development work and partnership in the country
- Good understanding of donor funding (particularly USAID-BHA)
- Experience of working with rural community and knowledge of the Mozambique country context is an additional advantage
- Ability to travel and complete the fieldwork in the designated locations
- Spoken Portuguese is an advantage
- Able to maintain JUH’s code of conduct and witness to the communities and all other stakeholders
- A commitment to deliver quality outputs within the stipulated deadline
- If the chosen consultant has another nationality other than Mozambican, he needs to assure the timely access to the country of mission by himself
Documentation
- Submit a detailed technical proposal describing:
- The experiences and expertise of the individuals or firm
- Approach and methodology for meeting the objectives of the Assignment
- Number of days it will take to complete the assignment
- Detailed work plan based on the scope of the consultancy and methodology
- Financial proposal:
- A financial proposal clearly stating all the applicable costs for conducting the study including 20% withholding tax for individuals
- Company registration certificate in case of a firm
- Tax clearance certificate
Time Frame
- The feasibility study will be conducted for approximately for three weeks between 05.12.2022 – 23.12.2022
- The first draft of the Feasibility Study Report must be submitted by 02.01.2023. The final version must be submitted by 13th January 2023
Budget and mode of payment
- The total amount will be paid upon receipt of the final report, after completion of the Consultancy
- The payment will be made through wire transfer as such subject to applicable taxes/vats which will be deducted at source
