Chemonics is recruiting a SIGEquip Consultant, to be based in Maputo, Mozambique.
Description
- Project: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Mozambique
- Background: The overall goal of GHSC-PSM is to procure and provide health commodities for all USAID health programs, including but not limited to, HIV/AIDS, Malaria, Family Planning, and Maternal & Child Health, as well as provide systems strengthening technical assistance to improve supply chain management and commodity security in Mozambique
- Effective equipment management is crucial for ensuring the availability, functionality, and reliability of medical equipment in healthcare facilities. However, many health programs and organizations face challenges in efficiently managing their equipment, including issues related to inventory control, maintenance scheduling, and data visibility. An electronic Logistics Management Information System (eLMIS) based on OpenLMIS can address these challenges by providing a digital platform for streamlined equipment management
- The purpose of this ToR is to develop and implement SIGEquip, an eLMIS specifically designed for equipment management within Mozambique – Pilot to be conducted in Nampula Province, with future to all provinces
- OpenLMIS, being an open-source platform, offers flexibility and customization options to adapt the system to the unique requirements of the equipment management context. In Mozambique more the 1600 health facilities a using an eLMIS based on OpenLMIS for medicines management
- By developing and implementing an eLMIS based on OpenLMIS for equipment management, GHSC-PSM aims to enhance efficiency, reduce equipment downtime, improve inventory control, and ultimately provide better quality healthcare services to patients
Duties
- Develop the business requirement specifications for the eLMIS development and implementation
- Develop a Master project plan for the enhancement and development of SIGEquip system, including timelines, milestones, and resources needed
- Develop and implement an SIGEquip system based on OpenLMIS v3, ensuring that it is customized to meet the specific needs of equipment management as specified in the business requirement specifications
- Import default data
- Configure SIGEquip UAT environment
- Configure SIGEquip training environment
- Develop administrator and user manuals, standard operating procedures, and technical documentation
- Delivery ToT on navigation, data entry, reporting, and other relevant functionalities for staff members who will be using the system
- Delivery training for system administrators
- Deploy the SIGEquip system, ensuring that it is fully operational
- Provide ongoing maintenance and technical support for the SIGEquip system, including bug fixes, updates, and troubleshooting for three months after system acceptance by GHSC-PSM
Deliverables
- The Consultant shall complete and submit to Chemonics the following deliverables in accordance with the schedule set forth below. The consultant is responsible for supporting the bug fixing and implementation for the next 90 working days after completion of this TO. Deliverables shall be submitted electronically to Chemonics
- Deliverable No. 1: Business requirement specifications
- In collaboration with PSM team, the Consultant shall conduct a comprehensive needs assessment to identify the specific requirements and challenges related to equipment management within Mozambique and develop the business requirement specifications for the eLMIS development and implementation, including, but not limited, features, reports, and dashboard
- Deliverable No. 2: Master Project Plan
- The Consultant shall develop and submit a detailed project plan outlining the development process for the SIGEquip, including timelines, activities and associated sub-activities, dependency, milestones, and resource requirements
- Deliverable No. 3: System Development as defined in the business requirement specifications
- The Consultant shall develop the SIGEquip, ensuring that it is customized to meet the specific needs of business requirement specification and equipment management. This involves configuring the OpenLMIS platform, integrating relevant modules, and implementing any necessary customizations
- Deliverable No. 4: UAT environment
- The Subcontractor shall configure a UAT environment for the SIGEquip system
- Deliverable No. 5: Training environment
- The Subcontractor shall configure a training environment for the SIGEquip system
- Deliverable No. 6: User manuals and Documentation
- The Subcontractor shall develop administration and user manuals, standard operating procedures, and technical documentation for the SIGEquip system. This documentation should provide guidance for system users and administrators
- Deliverable No. 7: Administration and ToT Report
- The Subcontractor shall provide ToT sessions on navigation, data entry, reporting, and other relevant functionalities for staff members who will be training and supporting the end-users; and on system administration for the staff members who will be administrating the SIGEquip system
- Deliverable No. 8: Maintenance and Support plan
- The Subcontractor shall provide ongoing maintenance and technical support for the SIGEquip, including bug fixes, updates, and troubleshooting for a period of 3 months after acceptance of the system by the GHSC-PSM
- Ensure that the system remains operational and aligned with changing needs and requirements
Requisites
- Bachelor’s degree in a relevant field of information technology
- 10+ years of relevant object-oriented application building experience in a professional environment
- Agile/Scrum development cycle understanding strongly is strongly required
- Extremely strong Computer Science fundamentals and analytical abilities
- Deep knowledge of object-oriented programming languages such as Java EE, Python, and architectures, such as microservices, SOA and distributed systems
- Experience with cloud-based computing is strongly required
- Relevant experience with android development
- Excellent understanding of coding methods and best practices
- A thorough understanding of relational databases such as MS SQL Server, PostgreSQL, MySQL or similar DBM and SQL Lite is required
- Full Stack Developer with proven knowledge in new web technologies
- Experience with Open-Source Software’s is strongly required
- Experience with the development of OpenLMIS system, strongly preferred
- Relevant experience specifically related to logistics information management systems (LMIS) and web-based systems, strongly preferred
- Demonstrated experience for designing, managing, and implementing donor-funded MIS programs in developing countries or low-resource settings preferred
- Experience working on an USAID or donor-funded project is preferred
- Experience with CMAM supply chain and CMAM LMIS is preferred
- Able to communicate effectively with non-technical staff and with members of interdisciplinary teams
- Fluency in Portuguese and English is required
