GIZ is recruiting a Specialist in Communications, Knowledge Continuity and Partner Relations, to be based in Maputo, Mozambique.
Description
  • GIZ, the German Agency for International Cooperation German Cooperation is a German company offering services worldwide in the area of international cooperation for sustainable development. The German Federal Ministry for Economic Cooperation and Development (Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung, BMZ) has commissioned the German Agency for International Cooperation (GIZ) in Mozambique with the implementation of two projects:
  • Basic and Vocational Education and Training 'Pro Educação' (PE)
  • Labour market orientation of national TVET and employment policies (PEPE)
  • The PE program contributes to improving the educational offer in Mozambique – both in basic and vocational education. It operates mainly at decentralized level, focusing on developing the capacities of its partner institutions, such as provincial and district education administrations (DPE, SDEJT), teacher training institutes (IFP), vocational training institutes and centers (CFP). Different target groups improve their knowledge and skills through training and mentoring, and act as multipliers
  • The program focuses on five areas of activity:
  • Decentralized education management
  • Initial teacher training and in-service training for school directors
  • Reduction of health risks and promotion of gender equality
  • Labour market-oriented TVET
  • Implementation of innovative approaches to TVET in cooperation with the private sector
  • The new PEPE program (01/2023 – 12/2025) aims to improve the labour market orientation of Mozambique's TVET and employment policy at the political, strategic and technical-practical levels. To this end, it strengthens the capacity of the two State Secretariats for Vocational Training (SEETP) and Employment (SEJE) with a specific focus on policy and strategy development as well as partnering with international partners as well as the private sector and other relevant actors. The program also supports the Institute of Industry and Commerce in Beira (IICB) on technical training for vocational training personnel. This includes setting up and advising the management of a new training center to be created for the education of vocational school teachers, as well as developing curricula and implementing training measures in close cooperation with the local business community
  • The Specialist in Communications, Knowledge Continuity and Partner Relations will be responsible for promoting the internal and external communication and visibility of the programs implemented by GIZ in the mentioned areas. In this context, the advisor will be responsible for developing and implementing a targeted communication, visibility and knowledge continuity strategy in coordination with the technical experts responsible for the outputs of the programmes and technical contents. The tasks includes the identification of target groups and elaboration of different approaches, processes, products and materials to be developed in collaboration with the project managers and technical advisors as well as formats for transfer to Mozambiquan and international partners and the development community. The specialist will also ensure necessary capacity building of staff related to internal and external communication. He/she will work closely with the Programmes Directors as well as senior advisors working on partner relations. The tasks also include improving and supporting internal communication processes and knowledge management
Duties
  • Strategic orientation, further development and implementation of the joint communication concept in cooperation with the BMZ, the German Embassy, other GIZ projects involved and the KfW Development Bank
  • Development of a communication, visibilty and knowledge continuity strategy for both programs (their results, impact, approaches and products), defining target groups (Mozambiquan partners and development community), partnering and networking approaches, products/content, communication channels, tools and formats - leading the process, working closely with technical advisors.
  • Responsibility for planning, implementing and evaluating the above communication, partnership and knowledge activities of both educational programs: developing and following up on processes, product and format development.
  • With the support of advisors and technical staff of the programme improving and maintaining the internal communication and knowledge management for the projects, ensuring the collection and compilation of needed information to support project planning, implementation and reporting as well as the knowledge transfer
  • Development (including designing, texting and editing, disseminating) and management of all communication formats and products such as website, social media presence, factsheets, videos and other visuals, success stories, press releases, etc. According to the standards of institutional communication of the German Cooperation (partially with external support)
  • Participation in the planning, organization and implementation of technical and public events
  • Participation in project monitoring and planning meetings to identify communication and knowledge management needs and opportunities
  • Act as an inter-liaison for GIZ country office in Maputo and take responsibility for quality control and alignment with GIZ's corporate brand, identity and design guidelines. Coordination with headquarters, especially with the corporate design unit, for the introduction of new products and communication formats and to ensure the coherence of products with GIZ's and different funders' guidelines
  • Support other tasks upon request by the program directors that are not explicitly mentioned in the job description
Requisites
  • University degree in communication, public relations, marketing or related subjects
  • At least 5 years of relevant professional experience in the field of communication and public relations in international cooperation or the private sector as well as in the implementation of integrated communication measures
  • Extensive knowledge and demonstrated practical experience in Mozambique of at least 5 years in the area of communication and knowledge management
  • Good knowledge of development topics and actors, especially in the field of education, TVET and employment
  • Demonstrated professional experience in relationship management with partner organizations and supporting sustainability of projects through partnerships.
  • High level of conceptual and editorial competence, in particular the ability to convey complex topics in a comprehensible and target group-oriented manner, both orally and in writing
  • Extensive knowledge in results and impact communication
  • Excellent knowledge of English and Portuguese language (writing skills and oral presentation); Knowledge of German and local languages considered an advantage
  • Very good networking and cooperation skills
  • Extensive knowledge of new and social media; experience in the implementation of social media campaigns and in the graphic editing of photographic material is a plus
  • Firm command of digital working methods and instruments; solid IT skills (MS Word, Excel, PowerPoint; Outlook, MS Teams, Adobe InDesign)
  • Be highly motivated, learning oriented, creative, and flexible, dynamic and methodical
  • High sense of responsibility and commitment (loyalty, reliability, integrity, and commitment)
  • High level of personal responsibility, solution orientation and creativity as well as resilience and work efficiency even in time-critical situations
  • Working experience with bilateral and multilateral organizations/international development agencies is considered an advantage
  • Willingness to undertake domestic travel as required
  • Willing to work in an international team, strong teamwork
  • Willingness to improve qualifications as required by the tasks to be performed - corresponding measures in agreement with management
