Team Leader – Strengthening Municipal Governance

DAI was recently shortlisted to submit a proposal for a programme that will assist in strengthening capacity and provide technical support for institutions in Mozambique. The programme will also facilitate infrastructural improvements to strengthen the resilience of selected cities to climate related impacts. DAI is seeking experienced and dynamic candidates for this upcoming project.

Duties
  • Provide strategic direction and overall programme management to the programme
  • Responsible for the overall institutional capacity building of the municipalities beneficiary
  • Oversee the development and implementation of systems and methodologies for municipal institutional strengthening in public financial management and urban planning
  • Work closely with the programme’s Municipal Financial Manager to ensure the implementation of transparent, efficient and robust financial management methodologies and supporting systems
  • Work closely with the programme’s Urban Planning and Land Use Manager to ensure the implementation of transparent, efficient and robust spatial planning and environmental management methodologies and supporting systems
  • Supervise, manage, lead and oversee Mozambican and international staff working on the project
  • Build and manage relationships with senior municipal government officials, developing partnerships for sustainable programme impact
  • Act as primary point of contact with DAI head office on programme implementation, budget, and personnel issues
  • Act as the primary liaison with the client and other donors active in the municipal governance sector
  • Oversee the delivery of key reports and work plans
Requisites
  • Minimum of 15 years’ experience in senior management positions; managing complex and dynamic international development programmes
  • At least 10 years of experience working with public sector institutions, some of it including engaging institutions at provincial and municipal level
  • A Master Degree in Project Management, Institutional Capacity Building, Local Governance and Administration, Public Finance Management, Urban Planning, or related areas
  • Technical expertise in municipal governance and strengthening the capacity of government institutions
  • Proven track record in developing and maintaining relationships with high level government officials, and establishing links for knowledge transfer between institutions in all three tiers of government
  • Experience working with Mozambican Government Authorities, at national, provincial and municipal level
  • Long-term experience working with donors such as World Bank, DFID, EC
  • Strong skills in reporting, presenting, monitoring and evaluation
  • Excellent communication and reporting skills in Portuguese and English (both written and oral)
