GIZ is recruiting a Technical Advisor for Coordination with MINEDH (m/f), to be based in Maputo, Mozambique.
Description
Background
  • GIZ Mozambique's PE program contributes to improving the educational offer in Mozambique - both in basic and vocational education. It operates mainly at decentralized level, focusing on developing the capacities of its partner institutions, such as provincial and district education administrations, teacher training institutes, vocational training institutes and centers. Different target groups improve their knowledge and skills through training and mentoring, and act as multipliers
The program focuses on five areas of activity:
  • Decentralised education management
  • Initial teacher training and in-service training for school directors
  • Reduction of health risks and promotion of gender equality
  • Labour market-oriented TVET
  • Implementation of innovative approaches to TVET in cooperation with the private sector
  • The program promotes the availability and use of educational data, digital teaching and learning methods. In addition, it has an explicit focus on gender equity. Measures in this area contribute to improving access to educational opportunities and school retention, particularly for girls. In the upcoming PE program phase (2023-2025), the emphasis is on the consolidation of the program results, knowledge transfer, partnerships, and the phasing out of the bilateral Technical Cooperation support in basic education
  • To transfer results of the program and the work at the level of provinces and districts to the national level GIZ provides support to the Ministry of Education and Human Development (MINEDH) and engages in the coordination of international partners and civil society. GIZ is contributing to technical working groups, for example in the field of Public and Financial Management, Transversal Topics (Gender and Health), Teacher Training and in the future also Monitoring and Evaluation. Since April 2022, German Development Cooperation (GDC) has taken the lead coordination role on the side of international partners for a major basket fund for the education sector (FASE)
  • The German Development Bank (KfW) and GIZ are sharing tasks of coordination. This includes the participation of partners in the overall sector planning and monitoring processes of MINEDH, the joint development and monitoring of reform proposals and the exchange and coordination between all supporting partners and civil society. As coordinating agency for the GPE/Global Partnership for Education, GIZ is supporting MINEDH and partners with the preparation process for applying for the global funds available for Mozambique by GPE
  • The partnership is based on the principles of a harmonized sector-wide approach in support of building an effective education system that benefits all and contributes towards sustainable development
Duties
Objectives of the position
  • Represent GIZ in meetings between international cooperation partners (CP) in the education sector and with MINEDH, jointly with the Program Director or as her representative
  • Manage a high-quality, timely and professional performance of GIZ PE supporting GDC partner coordination in the education sector as lead or member of the coordination “Troika”
  • Represent GIZ as coordinating agency for GPE and provide advisory, facilitation and coordination to support MINEDH and the Local Education Group (LEG) with preparation processes for upcoming funding applications of Mozambique to GPE
  • Provide advisory to MINEDH in annual Planning and Monitoring processes as per their request
  • Strengthen the links between project results and processes with the central planning and steering processes of MINEDH and the technical working groups
  • Actively contribute to the planned working group on Monitoring and Evaluation of MINEDH and partners, potentially also as a Co-lead
  • Strengthen and facilitate the partner relations for the PE project in the education sector with the goal of upscaling, knowledge transfer and sustainability of the project in coordination with the Senior technical advisors of PE
Key tasks
  • Observe and analyze developments in the education sector and relevant adjacent sectors and provide expert contributions in the coordination of partners and with MINEDH as well as program development
  • Tie in external expertise and provide specific input on approaches for monitoring and evaluation for the education sector in the working group of MINEDH and partners based on international best practice
  • Actively plan and engage in partner relations as representative of the GIZ education program and for German cooperation
  • Plan, coordinate and facilitate meetings or work processes with partners and MINEDH, for GDC or internally for the project team
  • Document, report and comment on meetings and processes between CPs and MINEDH or among CPs, working group leads and other partners as required
  • Provide orientation to a junior education specialist for the preparation of presentations, communication material, the collection and compilation of working and planning documents or mappings
  • Manage the involvement of consultants in advisory and cooperation processes (ToR development, onboarding and coordination, monitoring of deliverables)
  • Within the scope of work track progress and ensure follow-up on implementation of key agreed actions among partners or PE and MINEDH (with the support of a junior specialist update planning documents, timelines for processes, mailing lists overviews of events or actors)
  • Support knowledge transfer within the project and GIZ as well as to partners
  • Support other tasks requested by the Program Director
Requisites
  • Excellent University degree in the field of Education, Political or Social Science, Economics or Business Administration, International Relations or Public Management/Policy or other relevant degrees
  • Excellent knowledge of English and Portuguese language (writing skills and oral presentation)
  • At least 5 years of working experience in the field of international cooperation and demonstrated representation, communication and coordination tasks
  • Management or coordination of small teams as supervisor or facilitator
  • Strong interest, working experience or engagement in the field of education (in Mozambique and internationally)
  • Firm command of digital working methods and instruments (MS Office, Teams, Social Media)
  • Be highly motivated, learning oriented, creative, and flexible, dynamic and methodical
  • High sense of responsibility and commitment (loyalty, reliability, integrity, and commitment)
  • Willingness to improve qualifications as required by the tasks to be performed - corresponding measures in agreement with management
  • Willing to work in an international team, strong teamwork, and communication skills
