Peace Corps Mozambique is recruiting a Training Manager (m/f), to be based in Maputo, Mozambique.
Description
- Under the direct supervision of the Director of Programming and Training (DPT), the Training Manager (TM) is responsible for the development, preparation, implementation, monitoring and evaluation, and reporting of Pre-Service Training (PST), In-service Trainings (ISTs) and Mid-service Trainings (MSTs), and other workshops for Trainees (PCTs) and Volunteers (PCVs). The TM is also responsible for the recruitment, selection, training, and management of the training team to include – Training Logistics Coordinator, Language and Cross-culture Coordinator, Technical Trainer(s), and all temporary training staff. The work of the TM requires a range of skills and expertise, as it is both administrative and programmatic in nature
- The TM position is based in Maputo but is required to reside at the training site, currently located in Namaacha, for the duration of PST (approximately 13 weeks, per year), and will be required to travel as-needed to support training events or other PC needs. The TM may also be required to work outside of, or in addition to, normally scheduled hours to support training events and other Post needs
- The TM must consistently use a range of support and communication skills including active listening, interactive coaching, and timely and consistent follow through on requests for support and/or assistance and/or program adaptations. The TM should foster and develop personal and professional growth, celebrate accomplishments, promote best practices and consistently champion the efforts and good work of Trainees, Volunteers and staff
- This position requires strict adherence to ethical standards of confidentiality and professional conduct. In addition, the candidate should be flexible, highly organized, creative, able to multi-task, and work independently
Duties
Training – General Administration
- The Training Manager oversees all aspects of the Training Unit and its staff, including planning and preparation of training activities and events
- Establishes and maintains a professional and creative environment to support the training goals of Peace Corps/Mozambique
- Ensures strong coordination of the Training Unit's activities with those of Programming and other units at Post, working collegially to resolve issues and ensure effective planning, utilization of resources, and safety and security as well as fairness to PCTs and appropriate transparency. Ensures that this strong interoffice coordination results in a training continuum that integrates and progressively builds upon learning objectives, eliminates redundancy, provides for the greatest amount of hands-on experience, and maximizes available time and resources
- Ensures that current and innovative processes, as well as agency best practices, are used to inform the development training competencies, objectives and sessions
- Trains, coaches, and builds the capacity of Programming, Training and Evaluation (PTE) staff to be competent and effective presenters, trainers, and facilitators of adult learning methodologies
- Works directly with the DPT and the DMO in preparing and monitoring the training budget
- Responsible for working with PMs to prepare the budget template for each IST
- Ensures compliance with administrative procedures when requesting services for PST and IST events.
- Collaborates with the DMO to ensure that training financial resources, facilities, vehicles and equipment are properly maintained and reports are submitted as required
- Prepares the annual Training Status Report and submits to the DPT in a timely manner
- Ensures that PCT files are maintained and that information is complete. Also ensures that this information is then transferred to Volunteer Site Files upon swearing-in
- Ensures that a training materials library is developed and maintained. Creates and manages an electronic bank of all training sessions conducted by PC/Mozambique, including management and organization of training materials and resources in electronic shared files
- Works closely with staff and language experts in country and throughout the agency to ensure the maximum possible support and resources for PCT/V language learning, in both Portuguese and identified local languages, before and during their service
- Generates qualitative and quantitative written reports and communications on the training program's status.
- Identifies strengths, needs, and opportunities and makes recommendations to Post’s senior staff
- Serves as Peace Corps Washington's point of contact for all pre-departure materials and communication with invitees
Pre-Service Training (PST) Content and Design
- The Training Manager oversees the development of all training documents/reports and shares those with key staff in a timely manner that allows for integrated planning and evaluation. These reports include training agendas and Calendars of Training Events (COTEs) for all pre-service and in-service training events and makes adjustments as needed
- Prior to PST, the TM and DPT work together to plan and organize the two-week PST TOT for PTE staff and contractors namely the Language and Cross-culture Facilitators (LCFs) and Technical Trainers TTs)
- Along with the DPT, coordinates the Training Design and Assessment (TDA) and Volunteer Competency Model review processes before each PST
- Working closely with the DPT, PMs, and PTSs, the Training Manager takes the lead role in designing the various training programs in accordance with the needs identified by Peace Corps/Mozambique
- Works closely with the Training Logistics Coordinator to liaise with host families and communities prior to the commencement of PST
- Communicates regularly with the Language Coordinator to ensure that all LCF and TTs are prepared and ready for language and technical trainings
- Coordinates meetings between DPT and PM/PTS teams to ensure all training activities meet Program needs.
- Suggests improvements where needed to enhance the effectiveness of training and to maintain the standards of training in accordance with the current standards and practices of Peace Corps worldwide
- Responsible for developing the COTE in coordination with all the units involved and also for updating the Training Handbook and the “Qualifying for Service” documents each training cycle, and for reviewing the Welcome Book. Where appropriate, TM also revises other training documents
- Where appropriate, s/he may facilitate/lead specific training sessions with the Trainees, Volunteers or training staff. This includes, but is not limited to, Global Core sessions
Trainee/Volunteer Support
- Designs and implements a formal Trainee Assessment and Evaluation system, and coordinates with Training staff to ensure that Trainees receive both informal and structured feedback and understand the steps necessary to improve their performance and/or behavior to be approved for Volunteer service
- Works with Safety and Security Manager (SSM) to ensure that safety and security competencies are incorporated and actively integrated in training programs and effectively delivered to PCTs and PCVs so that their learning is properly evaluated and documented. Develops, assesses and redesigns competencies and training sessions as required. Ensures that safety and security systems for pre-service training are in place, including evaluation of home stay sites and the orientation of host families, local officials, trainers and other staff, practicum partners, and PCTs, to their roles and responsibilities
- Coordinates with the PCMOs on all issues related to the health of Trainees
- Works to create an inclusive learning environment where Trainees and Volunteers of various minority groups and diverse lived experiences feel welcome and accepted
- Identifies Trainees with special adaptation and initiates support in a diplomatic and sensitive fashion. Directs Trainees to appropriate resources and seeks rapid solutions to problems and conflicts. Advises and recommends changes when appropriate, to the Country Director and DPT regarding policy, operations, strategies, management, and administration, in order to improve Trainee support
- Provides encouragement and moral support to Trainees and Volunteers and demonstrates concerns for their personal well-being. Refers Trainees to PCMOs when necessary for counseling or more extensive emotional support
- Manages the PCT qualification process for PST, including Trainee Assessment Portfolio and implementation of global learning standards and other agency guidelines. Works with PC staff to clearly articulate qualifications and assessment criteria to PCTs and organizes and participates in PCT assessments with various staff. Provides input and makes recommendations to technical program managers and other staff on PCT site placements
In-Service Trainings (Mid-service, close of service, other In-Service)
- In coordination with the DPT, PMs, and PTSs, Training Manager will assist in the design, implementation and evaluation of other Peace Corps/Mozambique training events
- Oversees the development of the 27-month Volunteer training continuum and facilitates core sessions as needed in both PST and IST events. Ensures all PC global learning standards are fully integrated into the PST COTE and the training curriculum as a whole. Ensures the participation of staff, host country personnel, PCVs, RPCVs, and others in the delivery of training
- Provides oversight and support to ensure that training curricula, whether language/cultural, technical, or PC HQ core sessions, responds to the needs of Post. Modifies, procures, and/or develops training materials as necessary. Ensures input and involvement of local experts in training as appropriate
Staff Training
- Coordinates with the staff development committee to promote staff development opportunities
- Maintains a database of all staff development activities throughout the year
Programming
- In conjunction with the DPT, PMs, and PTSs, works with Programming staff in the Site Identification Process and travels for site identification when needed
- Works closely with PDT and PMs to match PCTs to sites based upon background and skills
- In conjunction with the DPT and PMs, may conduct routine volunteer site visits to support PCVs in their communities
- Is knowledgeable and stays current in PC Mozambique’s programs including our Logical Project Frameworks and Peace Corps’ Participatory Analysis for Community Action (PACA) approach
Management and Supervision
- Conducts participatory staff meetings with a focus on planning, implementation, and quality control and oversight. Works creatively with training staff and Post senior staff to resolve issues that arise with staff or PCT/Vs during training. Undertakes formal disciplinary action when necessary and in consultation with the Director of Programming and Training and the Country Director
- Plans, organizes, and conducts the Training of Trainers (TOT) for Pre-service Training (PST). Facilitates planning sessions that allows trainers to set goals and objectives, develop lesson plans, and agree on tools for evaluating trainer performance
- Coordinates the recruitment, selection, hiring, and orientation processes for in-country training staff/contractors. Ensures timely feedback to training staff and timely performance evaluations
- Works with and through staff to identify and prepare training sites/hubs that meet post requirements and needs. This also includes sites for homestays and sites for practical field experiences. Works with and through appropriate support staff to ensure timely procurement of training supplies, materials, and resources, and to ensure that transportation and communication needs are met for each site
- Identifies the continuous professional development needs of training staff and arranges suitable training, experiences, and exchanges as appropriate
- Represents Peace Corps with local authorities in training center location(s) and with all external parties invited to participate in training and training events, including Swearing-in event
Supervision
- Supervises a team of 2 or more members (direct reports)
- Actively participates in the recruitment and hiring for open vacancies
- Prepares onboarding and orientation plans for new direct reports
- Coordinates the annual leave plans for all direct reports and in conjunction with other staff in the unit
- Reviews for accuracy and completeness and approves leave requests; reviews and approves timesheets in a timely manner
- Works with direct reports to develop annual Individual Development Plans (IDP); discusses the progress throughout the year (at least quarterly) and adjusts the plan as needed
- Ensures that direct reports complete mandatory trainings in a timely manner
- Sets goals for performance and deadlines
- Organizes workflow and ensures employees understand their duties or delegated tasks
- Conducts private mid-year and annual performance reviews with all direct reports; provides constructive feedback and coaching
- Schedules regular (weekly, biweekly, monthly, etc…) one-on-one meetings with direct reports offering both constructive and positive feedback
- Assists in resolving issues: Uses tools (e.g. coaching, open door, modeling) to promote direct report success
- Identifies and resolves workplace problems; uses corrective action tools (verbal, written, cure notices) as needed
- Shares timely updates or reports with your supervisor about projects, personnel, issues etc.
- Works with other supervisors to resolve conflicts between departments
- Ensure adherence to legal and organization policies and procedures
Other Duties
- Ensures complete confidentiality regarding all information related to PC staff, Volunteers and operations
- Provides training to staff and Peace Corps Volunteers as requested
- Serves as back-up support for and/or carries out the duties and responsibilities of the DPT when deemed necessary by the Country Director and/or Supervisor for the successful management of Peace Corps operations in Mozambique. For example, this could be during periods when those individuals are on leave and/or during lapses of staffing or periods of staffing shortages
- Performs other duties or assignments, when deemed necessary by Supervisor
Temporary Assignment of Duties
- Given that as a result of the COVID-19 pandemic there will be a lengthy period where there are likely to be limited or no Peace Corps Trainees and/or Volunteers (jointly referred to as “Volunteers”) at Peace Corps/Mozambique, the PSC may be temporarily assigned during the COVID-19 pandemic, as determined by the Peace Corps Director, to carry out additional duties and responsibilities in furtherance of the goals of the Peace Corps in order to enhance the ability of Peace Corps Volunteers to perform functions under the Peace Corps Act, including facilitating a safe environment in order for the successful return of Volunteers
- This temporary assignment may require the PSC to provide services and/or support beyond what is listed in their current Statement of Work (SOW). The services and/or support may take many forms, examples of which may include but are not limited to, training, providing administrative, technical, medical, and/or operational assistance, building on host country programs, etc. This temporary assignment also may require the PSC to provide these services and/or support to individuals/organizations other than those listed in their current SOW such as host country government, partner organization(s), community member(s), staff, and/or contractors
Standard Roles and Responsibilities
- A. Occasional Money Handler: Occasional Money Handler may be requested to courier cash and /or purchase orders to various vendors who furnish supplies and/or services to PST/IST training site, or other locations as directed by the Contracting Officer. The PSC may also be requested to courier cash to PC trainees or volunteers. The PSC will not be functioning as a procurement or disbursing official but will only be acting as an intermediary between the Contracting or Disbursing Officer and the recipient. In the case of dealing with vendors, the PSC will not exercise any procurement discretion concerning the supplies or services to be purchased or the cost limits of these purchases; these will be determined by the Contracting Officer
- B. Safety and Security: Ensures safety and security competencies are incorporated and actively integrated in PST and IST programs. Ensures that the global core sessions are incorporated into PST and that relevant staff participate. Evaluates and documents effectiveness of training, including PCV/T progress on safety and security competencies. Working with CD, DPT, relevant PMs, and SSM, develops, assesses and redesigns competencies and training sessions as required. Ensures that safety and security systems for pre-service training are in place, including evaluation of homestay sites and the orientation of host families. Provides training to trainers and other staff, practicum partners, local officials, and PCTs, regarding their roles and responsibilities related to PCV/T safety and security. Identifies and immediately communicates Volunteer safety and security concerns and issues to the Safety and Security Manager (SSM) and the Country Director (CD). Participates in the design and implementation of the Emergency Action Plan (EAP). Acts as duty officer, as needed. Knowledgeable and supportive of Peace Corps safety and security policies and procedures, including the timely reporting of suspicious incidents, persons or articles
- C. Inherently Governmental Function (IGF):
- May be designated limited supervisory responsibilities if assigned by the Country Director and with the approval of the Regional Director. Personal services contractors (PSCs) may only supervise other PSCs. (See MS 732 and the Overseas Contracting Handbook)
Logistics & Level of Effort & Duty Station
- Duty station is the main office located in Maputo, Mozambique. Will be required to work in another town during 13 weeks of training. May be required to travel up country. May require telework or remote work from home. Performs duties during a 40 hour work week. Events may require occasional work in the evenings and on weekends and holidays. May carry a duty phone
- Typical work schedule is Monday through Thursday from 7:30am to 5:15pm and Friday from 7:30am to 12:30pm, with flexibility to work additional hours on weekends or on an as-needed basis
Requisites
- In order to be selected for this position, the applicant must be legally eligible to work in Mozambique, must not have been employed in intelligence-related activities and must submit an application that clearly documents how they meet each of the following requirements:
- Education/Certification: Master’s degree in a related field
- Minimum of 5 years of experience with training design, implementation, and evaluation
- Minimum of 3 years of experience managing or supervising a team
- Fluent in oral and written English and Portuguese
- Knowledge of and experience in adult training methodologies
- Experience with designing and presenting sessions to large groups
- Excellent communication and interpersonal skills
- Experience working in a cross-cultural environment
- Advanced computer literacy, word processing (Word), spreadsheet development (Excel) and presentation development (PowerPoint)
- Must be willing and available to travel to rural Mozambique for up to two weeks at a time
- Valid Mozambican driver’s license for a minimum of 5 years and demonstrated ability to drive manual 4x4 vehicles (passing a driving test will be required)
- Must be able to obtain and maintain a medical clearance for driving and SMITH driving certification in accordance with Peace Corps Mozambique and U.S. Embassy requirements
- Preferred Qualifications:
- Professional experience working for a donor funded, multi-cultural or volunteer organization
- Knowledge of Peace Corps development philosophy and/or the role of Volunteers in development
- Good working knowledge of the common (spoken and written) local languages
