Chemonics is recruiting a Transportation Manager (m/f), to be based in Maputo, Mozambique.
Description
- Project: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Mozambique
- The overall goal of GHSC-PSM is to procure and provide health commodities for all USAID health programs, including but not limited to, HIV/AIDS, Malaria, Family Planning, and Maternal & Child Health, as well as provide systems strengthening technical assistance to improve supply chain management and commodity security in Mozambique
- The Transport Manager will be seconded to GHSC-PSM Warehousing/transportation and Operations departments
- Supervision: The Transport Manager will report directly to the Warehouse and Transport and Operations Directors
- Working Conditions/Duration of Assignment: This is a long-term position for the life of the contract based in Maputo, Mozambique
Duties
Warehouse and Health Commodities Transport
- Liaise between CMAM, DPM, 3PL and GHSC-PSM for transportation activities
- Support the warehousing and transportation director with the annual evaluation of local 3PL transportation companies (including RFPs, IQCs and RFQs)
- Update monthly the IQCs pricing tables according to the GHSC-PSM Standard Exchange Rate (SER) and official government fuel price
- Ensure and organize timely monthly transport plans for ARVs, RTKs, RDTs, Kits AL/APE and COVID19-PPE in coordination and cooperation with 3PL subcontracted companies, CMAM´s managers and GHSC-PSM warehouse associates and Provincial Advisors
- Ensure reception of transportation documentation and deliverable according to signed IQCs with each transporter:
- Delivery Routing Plan Electronic Confirmation
- Daily distribution update
- Confirmation of distribution completion via e-POD
- Invoice and Hardcopy PODs
- Prepare and submit to accounting department all required documentation for payment:
- Trip Summary
- Inspection form
- Invoice
- Annexes (distribution plan, PAR, fully executed PO, CMAM credential, fully signed PODs, tracking report, official bank exchange rate, proof o payment for loading and unloading services)
- Update daily the transportation tracker table
- Maintain proper filing in SharePoint (SP)
- Develop Transportation Standard Operating Procedures (SOPs)
- Perform other tasks as directed by the Warehouse and Transport Director
- Maintain a good knowledge and understanding of all GHSC-PSM office rules and procedures as set forth in the field office policy manual
- Support achievement of the overall GHSC-PSM project goals as required to ensure project performance
GHSC-PSM Fleet Management
- Provide Technical Assistance to the GHSC-PSM operations department with GHSC-PSM fleet management:
- Management and coordination with Provincial Associates for maintenance and repair of all GHSC-PSM vehicles. Check and verify the correctness of repairs made
- Maintain an up-to-date Fleet inventory and tracker
- Collection, revision and archive all mileage log books and maintenance records and costs, by province on a monthly basis
- Follow up of vehicle registration and title including insurance policies update and renewal. Maintain insurance claims file. Create and file incident reports to Operations department
- Monitoring of fuel consumption and re-fueling management of vehicle in coordination with the Provincial Associates and Drivers
- Coordinate with Operations and Operations manager on fleet assignment, dissemination and observance of policies to drivers
- Support of Operations with car tracking contract management
Requisites
- Bachelor’s degree in a relevant field
- At least 5 years of relevant work experience
- Experience working on a USAID or donor-funded project required
- Fluency in Portuguese and advanced English is required
