World Food Programme is recruiting an Unmanned Aerial Vehicles (UAVs) Manager to be based in Maputo, Mozambique.
Duties
  • Under the Strategic Outcome 1, activity 1 (“Provide capacity strengthening to prepare for, respond to and recover from weather-related shocks to the government at national, subnational and community levels”), of its Country Strategic Plan (CSP), The incumbent will support preparedness, planning, management and coordination capacities of the National Disaster Management Institute (INGC) and other relevant national entities, particularly at decentralized levels
  • Under the direct supervision of the Activity 1 Manager and in close collaboration with the Senior Associate, the Unmanned Aerial Vehicles (UAVs) Manager will carry out tasks specifically related to UAV (Drones) in the following duties:
  • Conduct assessments to identify the UAV services required within the humanitarian community. This would include engagement with different agencies and organizations currently using or intending to use services
  • Develop a project document/plan with clear milestones for the delivery of UAV services to the humanitarian community, including cost analysis for implementation activities
  • Develop a prototype outlining the coordination and service structure for UAV deployment during humanitarian emergencies (service definition, standards, processes, deployment modalities, data management system, applications, financial model)
  • Develop partnerships and long term agreements for the provision of UAV services during humanitarian emergencies
  • Manage teams that will Pilot and co-deploy prototypes with partners in simulations, test zones, and in relevant active emergencies
  • Support usage of UAV for disaster Risk Mapping for disaster preparedness and response
  • Use results to develop more robust and targeted platforms including the development of a UAV Coordination Handbook, toolkit, and supplemental training activities at the global level
  • Scale platform through strategic partnerships and internal capacity in a coordinated manner
  • Engage with Partners and Donors to secure resources for the project
  • Conduct capacity-building exercises in selected provinces to develop the capacity of local entities in using UAV for humanitarian purposes
  • Support Country Office in the development, funding, implementation, technical support, and M&E of UAVs and related data management projects
  • Perform other related duties as required
Requisites
  • University degree or completion of secondary school education with more than 10 years of project management and coordination to support the absence of a degree as well as a post-secondary certificate in project management, humanitarian assistance, or similar related field
  • Specialized education and certification in UAV flight, fixed wing aircraft flight, and rotor wing aircraft desired
  • At least 10 years work experience with the UN, WFP, or humanitarian intervention in a project coordination or administrative or supporting role. Has a strong understanding of UN and WFP operating and policy standards
  • Ability to apply an advanced understanding of operational best practice, concepts, and principles and thorough knowledge of WFP standards, processes, and infrastructure to ensure continuous improvement in the provision of efficient and effective training coordination and project management services
  • Resolving complex issues as they arise. Has provided coaching or training to new staff members within the area of expertise
  • At least 5 years of experience in training and Simulation Exercises (SimEx) coordination, performing training needs analysis and providing quality assurance assessments for evaluation reports
  • Excellent time management skills and able to work in fast paced environments and multitask
  • Deliverables at the end of the contract:
  • Comprehensive project plan prepared for delivery of UAV services for the broader humanitarian community during emergencies as well as the development community for non-emergency and global health operations
  • Manage the technical advisors assigned to prototype the outline of the coordination and service structure for UAV deployment during humanitarian emergencies developed and piloted
  • Ensure Long Term Agreements are established for the provision of UAV equipment and services from WFP, UN Agencies, and external partners in-line with the common services plan
  • Ensure that Risk Mapping is done with UAV to facilitate district authority use for local plan to avoid being affected when a disaster occurs
  • Capacity-building exercises conducted at the country to develop the capacity of local entities in using UAV for humanitarian purposes
  • Run the Global UAV Coordination Team for the implementation of the technology for UN Agencies, Donors, Partners, and Governments in partnership with the Inter-Agency Supply Chain Group (and Global Health where applicable)
  • Explore capacity building opportunities and capability development in support of Activity 1
  • Provide detailed administrative and logistical support for all UAV training. To perform any other duties as required
