  • SNV’s Mozambique’s agriculture programme facilitates enhanced smallholder farmer production and participation in agriculture markets. This is through enhancing market systems development in growth agriculture value chains
  • Project Background: The Agriculture Market Development for the Lichinga – Balama Corridor (DEMA-LIBA) is a 5-year project funded by the Embassy of Sweden in Mozambique as part of its rural development agenda for northern Mozambique
  • The DEMA-LIBA’s goal is to improve food security and improved income security for 18,000 smallholder producers and entrepreneurs through promoting smallholder farmers’ production by adopting climate smart agriculture practices and establishment of inputs, outputs, financial and services markets
  • Stakeholder-engagement, market-based approaches, women and youth empowerment and environmental protection are inherent principles for promoting value chain development that will ensure improved food security and incomes for smallholder farmers in a sustainable manner
  • Project target grous: Smallholder and emerging farmers adopt climate smart agriculture practices
  • The inputs value chains actors (seed houses, chemical, fertilizers and equipment suppliers, distributors and agro-dealers) and output markets actors (traders, brokers processors) whose capacities, quality and range of services and products will be strengthened to adequately meet the demands of agriculture markets
  • Champion farmers, lead farmers, local artisans, village based agents and VSLA promoters who will be capacity build and linked to provide local and sustainable services to farmers, agribusiness and financial service providers
  • Stakeholders of the project who include the provincial and district government, NGOs, that will offer support services
  • One of the common factors that impact most of the target value chain actors and stakeholders above, which constrains their increased participation in agriculture value chains, is access to value chain finance. Value chain finance is limited (especially to the agriculture sector), is very expensive and presents largely inappropriate products and services that do not suit the agriculture value chain cycles and needs
  • The project seeks to employ a Value Chain Finance Officer who will assess, design and facilitate access to appropriate value chain finance for the targeted actors above. These include input suppliers (producers, distributors, agro-dealers, village based agents, etc), producers, traders/aggregators, transporters and other service providers, brokers, processors, etc.
Duties
  • Carry out an ongoing analysis of value chain finance sectors (supply and demand factors, actors, their capacities)
  • Design appropriate value chain finance products for various actors in the value chains
  • Facilitate access to finance for value chain actors
  • Establish and grow ASCAs/VSLAs through animators and other project staff
  • Facilitate access to finance through supplier credit, commercial and development finance sectors, etc.
  • Design, oversee and organize guarantee funds To de-risk initial agribusiness investments
Requisites
  • Degree in agriculture, agriculture economics or related field
  • Experience organizing finance for players in the agriculture sector
  • Experience working with and/or for agribusinesses experience working for agribusiness an added advantage
  • Experience organizing ASCAs/VSLAs
  • Knowledge of participatory approaches and tools
