Duties
- Essential Duties and Responsibilities include the following. Other duties, responsibilities, and activities may change or be assigned at any time
Embed the use of VAN into government on-going operations at national and provincial levels
- Facilitate and provide thought leadership and act as a subject matter expert to ensure effective VAN design, review, and implementation across all provinces supported by VillageReach and at the national level, including making recommendations for appropriate analytical approaches and methodology for the development of VAN outputs and reporting. All these interventions must be in alignment with Mozambique government strategic frameworks and guidance
- Serve as a technical advisor to the provinces (technical assistance to provincial VANs), providing further analytical capabilities and providing the overall country-level view that is necessary to prioritize proper planning and establish a nationally coordinated approach
- Establish and oversee the operationalization of provincial-level VANs as more provinces are supported by the LMSC program or new provinces adopt streamlined supply chains and interest is generated at the national level for improved data visibility across the country
- Conduct supervisory visits and mentorship to assess staff performance across all levels of the VAN team and provide technical assistance to improve staff performance
- Integrate Expanded Program of Immunization (EPI) VANs with the CMAM/DPS VANs
- Ensure the transition of VAN tools and approaches to the CMAM, DPS and other government entities
- Provide input for MOH and donor reporting, as well as for VillageReach content for communications and advocacy
Develop data visualizations and associated management tools and processes
- Use appropriate software such as AVID dashboard to improve data visualization and presentation to all stakeholders. AVID is the specific VAN integrated dashboard (fed by a combination of 4PL reporting systems, health facility logistics systems and vaccine electronic logistic systems) that is being deployed to allow for prompt visualization of key indicators related to the distribution of medicines, vaccines at the last mile sites and it allows tracking stock availabilities and the performance of the outsourced distribution companies
- Work with the information systems and M&E teams and the relevant CMAM and DPS teams to develop automated reports/dashboards as needed
Ensure use of data analytics to drive meaningful improvements
- Provide management visibility into data-driven insights that inform VillageReach business’ strategic direction and KPI’s and promote data-driven decision-making culture within the VillageReach team
- Review monthly reports of provincial VANs and provide inputs to improved root cause analysis; and provide recommendations for improvements
- Based on quarterly reviews, monitor the overall functioning of the supply chain with emphasis on the outsourced transportation companies, and identify poorly performing provinces for priority action
Requisites
- Advanced degree in Data Science, Economics, Statistics, Information Systems, Business Administration, Epidemiology, Public Health or related disciplines
- At least 5 (five) years of experience in the design and implementation of high quality public health information systems or a related area in low-resource settings
- Strong data management and analytical skills
- Strong data use and visualization skills
- Ability to use computer software programs including Open-LMIS, Power BI, MS Word, Excel, PowerPoint and DHIS2
- Knowledge of and practical experience in health-related research and associated ethical requirements
- Extensive experience in supervising staff with a demonstrated ability to motivate staff, build effective teams and ensure
- Excellent team building and capacity building experience
- Field-oriented and comfortable with a team approach to program implementation, ability to manage several major activities simultaneously
- Ability to build strong working relationships with government officials, donors, and technical and administrative staff, with direct experience in Mozambique
- Demonstrated experience working with USG donor and technical agencies (e.g., USAID, Gavi)
- Other Qualifications:
- Established cultural competency in partnering with racial, cultural and linguistically diverse groups
- Demonstrated understanding of challenges with working in rural, underserved and low-income context; experience living in and/or working in a low-income country a plus
- Proficient in Microsoft Office Suite (Word, PowerPoint, Outlook, Excel) and comfortable in a fast-paced technical environment
- Excellent (fluent) Portuguese and English written and verbal communication skills; ability to interact professionally in Portuguese and English

Supervisory Responsibilities: This position has no supervisory responsibilities
- Environment and Physical Demands: VillageReach has no private offices, employees work in a shared, open environment with task and conference rooms accessible to employees for privacy and meetings. The noise level in the work environment is usually quiet. Due to the time zone differences between our Seattle office and our Country Offices and location of other global staff, US based staff are expected to be available for early morning meetings starting at 6am. In addition, our global HQ and Country office staff are expected to be available for late afternoon/evening meetings up to 6pm
