Warehousing and Distribution Senior Advisor

Duties

Stakeholder Collaboration

• Liaise between CMAM and GHSC-PSM technical focal point for warehousing, transportation and distribution activities
• Collaborate with government agencies, non-governmental organizations (NGOs), and other relevant partners to align warehousing and distribution efforts with overall public health objectives
• Participate in coordination meetings to share insights and contribute to strategic discussions

Strategic Planning

• Support CMAM with the development and implementation a comprehensive warehousing and distribution strategy aligned with CMAM and public in Mozambique
• Review and monitor the performances of each Regional Warehouse against a list of defined Key Performance Indicators (KPIs) and work with CMAM and GHSC-PSM to develop improvement strategies
• In collaboration and support to the CMAM staff, ensure timely receipt of requisitions from Provinces, including Provincial new SIMAM (LMIS) updates and CMAM analysis of SIMAM data, MACS and Central tool data
• Document and analyse Regional Warehouse monthly and yearly and average throughput, update and improve volumetric analysis (level of usage versus maximum capacity of each storage facility)
• Closely liaise with the Regional Warehouses, CMAM procurement and distribution departments to manage and optimize storage capacity, distribution and transportation

Warehousing operations and distribution

• Provide technical assistance to solve storage, warehouse and distribution problems with the support of GHSC-PSM Warehouse operations and technical focal point and CMAM’s managers within Regional Warehouses
• Provide technical assistance to timely optimize Supply orders (OFs) with the support of the GHSC-PSM FASP team and CMAM’s managers within Central office and Regional Warehouses
• In coordination and support to the GHSC-PSM warehouse operation manager and CMAM´s managers ensure and organize jointly continuous training on Standard Operating Procedures (SOPs)
• Monitor adherence to Standard Operating Procedures (SOPs) and in cooperation with the Warehouse operation technical focal point develop strategies to address gaps in the operational teams’ implementation of procedures
• Support the GHSC-PSM warehouse operation technical advisor with the supervision of the embedded GHSC-PSM warehouse associates to ensure they are operating efficiently and supporting CMAM to the optimal level
• In coordination and cooperation with the GHSC-PSM infrastructure advisor and warehousing operation manager, monitor and provide technical advice to CMAM on the Regional Warehouses Security, Safety and Quality (Infrastructure and stored commodities security, Fire safety equipment and training, Personal protection Equipment, etc.)

Emergency Preparedness

• Support CMAM with the development of contingency plans for rapid response in emergency situations, ensuring timely distribution of medical supplies during crises or disasters
• Other: Maintain a good knowledge and understanding of all office rules and procedures as set forth in the field office policy manual
• Support achievement of the overall project goals as required to ensure project performance
• Perform other tasks as directed by the GHSC-PSM Director of Warehousing & Transportation

Requisites

• Bachelor’s degree in a relevant field preferred
• At least 10 years of relevant work experience in medicines and medical equipment storage and distribution
• Familiarity with MOH regulations and guidelines for healthcare commodity storage and distribution
• Proficiency in using supply chain management software and tools
• Experience in capacity-building and training of staff and partners
• Experience working for or with MISAU
• Experience working on, or in collaboration with a USAID or donor-funded project
• Excellent analytical and problem-solving skills, with the ability to make data-driven decisions
• Strong interpersonal and communication skills for effective collaboration with diverse stakeholders
• Fluency in Portuguese and advanced English is required
• Availability to travel regularly (up to 4 weeks per year) within Mozambique and abroad

• Working Conditions/Duration of Assignment: This is a long-term and embedded position for the life of the contract based at the GHSC-PSM Office in Maputo and CMAM Office in Zimpeto - Maputo, Mozambique
