Tetra Tech is recruiting a WASH Technical Specialist – Water, Sanitation and Hygiene Finance (WASH-FIN) Program (m/f), to be based in Maputo, Mozambique.

  • Tetra Tech International Development Services (http://www.tetratech.com/intdev) headquartered in Arlington, VA is currently accepting expressions of interest from qualified WASH Technical Specialist candidates for the USAID-funded Water, Sanitation and Hygiene Finance (WASH-FIN) program in Mozambique
  • The role of the WASH Technical Specialist is to provide key delivery support to enable the WASH-FIN Mozambique program to meet its defined objectives, including its overall goal of closing WASH sector financing gaps. The Specialist will be engaged in a wide variety of technical activities designed to expand and improve water and sanitation service delivery, including, but not limited to, capacity building/training for private water providers (FPAs) and technical capacity building for sector actors including AIAS, AURA, DNAAS, FIPAG and local actors. This is a long-term position based in Maputo, Mozambique
Duties
  • Effectively manage the contracts of 1-3 WASH-FIN subcontractors and/or 8-10 consultants to ensure their delivery meets defined scope, schedule, budget and quality requirements. This will entail providing technical review of deliverables and coordinating the review of others within the WASH-FIN Core Team, review and approval of invoices after approval of technical deliverables, development of quarterly budgets as relevant, monitoring of schedule and budget performance, and ensuring that WASH sector stakeholder beneficiaries remain engaged and content with the work produced. One of the primary consultant engagements to be managed will include the capacity building engagement with private water providers (Fornecedores Privados de Água - FPAs), outlined on the following page
  • Support the building and maintaining of strong, productive working relationships with supported WASH sector government stakeholders, private representatives and our USAID client to ensure that WASH-FIN project activities are highly valued and may continue to proceed apace
  • Draft Scopes of Work and support the definition of delivery strategies for new or revised project scope engagements. Develop accompanying schedules and budgets for these activities and participate in proposal review committees for new subcontractors or interview panels for new consultants
  • Draft content and otherwise support as needed the preparation of program annual workplans, quarterly updates, annual reports, quarterly reports and weekly reports
  • Provide technical review of subcontractors and consultants deliverables for quality assurance
  • Support the development of high-quality knowledge products designed to share the lessons and successes of the work being delivered by the WASH-FIN Mozambique program, and coordinate with the broader WASH-FIN team to share these lessons and successes throughout the wider WASH-FIN portfolio as relevant
  • Support the coordination of execution of project scope activities with other USAID-funded WASH or other related projects, sector stakeholders, peer development agencies and implementing partners and other key sector players
  • Conduct site visits for supervision of ongoing activities or problem resolution, either alone or in conjunction with Country Team Leader (CTL) or Office Administrator, occasionally requiring overnight travel to other provinces
  • FPA Capacity Building Engagement: The WASH Technical Specialist will oversee the technical component of the FPA Capacity Building engagement, both providing capacity services directly to FPAs and ensuring that services provided by junior consultants hired proceed according to scope, schedule and budget constraints and meet required quality standards
Requisites
  • Bachelor’s degree in engineering, with Master’s degree in Engineering, Urban Planning, Economics, Social Science or other relevant degree preferred
  • Years of experience: Minimum of combined ten years of professional experience in technical operation, maintenance and management of piped water supply systems
  • Experience in one or more of the following: WASH services development and management; WASH business plans development and implementation; WASH-related capacity building programs design and implementation; technical management and efficiency improvement
  • Knowledge of infrastructure development and finance (public and private), preferably in water and sanitation sector. Specific knowledge of public-private partnership structuring and implementation is an advantage
  • Experience working with donor-funded projects and with different partners
  • Strong technical skills, with the ability to write well-structured technical reports, Scopes of Work and review of technical deliverables
  • Ability to undertake and/or manage multiple ongoing activities simultaneously
  • Ability to work effectively in multi-cultural and multi-ethnic environment
  • Self-motivated and able to work with minimal guidance to achieve results
  • Professional-level command of Portuguese and English languages (spoken and written)
