Community Infrastructure Engineer (m/f)

Heading is recruiting for its client, an Oil and Gas Company, a Community Infrastructure Engineer (m/f), to be based in Palma/Afungi, Mozambique.
Duties
  • Develop scope of works for Community construction projects and review all details related to Invitation to Tender (ITT)
  • Develop all documents required to ITT and coordinate with C&P for market research of potential partners
  • Manage Community/social construction projects under Social Investment Department and Resettlement
  • Develop project concept notes, assessments, project KPIs, work plans, project documents and implementation process including community engagement and involvement
  • Collaborate and coordinate with Implementing Partners to ensure that workplans and budgets for the different components, are harmonized and coordinated
  • Establish and maintain strategic co-operative and collaborative relationships with stakeholders and partners (Government and Civil -Society) and effectively manage relationships with them
  • Support the Social Investment Manager on coordination and management of the project activities with internal stakeholders by reporting, monitoring and evaluate projects/programs as required
  • Support the Social Investment Teams on coordination and management of construction related activities with the Implementing Partners, monitoring and evaluation of projects/programs as required
  • Ensure relevant information to the planning, implementation and monitoring of activities across implementing partners are shared and managed efficiently
  • Contribute to the preparation of reports, analyses and reviews related to the implementation of the activities and support other planning and reporting activities of the Social Investment Manager
  • Ensure that that subcontractors comply with TEPMA1 HSE requirements in all their assignments
  • Review and approve technical submissions of community construction works under Social Investment function
Requisites
  • University degree in Civil Engineers (knowledge of areas such health and education infrastructures, water and sanitation, development of civil infrastructure, etc. will be an advantage). Post-graduation is an advantage
  • A minimum of seven (7) years of relevant working experience, with proven track record of engineer work both in rural and urban areas and development and management of engineering projects including knowledge of government legislation for infrastructure during the different stages of design and construction. Knowledge of international best practices in the sector will be an advantage
  • Ability to lead projects in rural areas as well as work with a multidisciplinary team
  • Computer skills including proficiency in MS Word, Excel, and PowerPoint and capacity to produce reports both in English and Portuguese
  • Fluent in English and Portuguese
