Heading is recruiting or its client, an oil and gas company, an Agriculture Livelihood Officer, to be based in Cabo Delgado, Mozambique.
Duties
- The Officer is responsible for carrying out the task associated with the delivery of compensation including executing land-based and fisheries-based compensation agreements with Project Affected People, relocation of families to the resettlement village and field oversight of the Implementation Partner (IP) responsible for the grave’s relocation
- Main Responsibilities:
- Sign in situ, on behalf of the Project, over 1,000 land-based and 2,000 fisheries-based compensation agreements
- Print compensation agreements and perform checks to ensure correctness before collecting signatures by impacted families
- Conduct daily field oversight of the compensation agreement signing process, ensuring effective implementation of the household agreements signing procedure
- Perform checks on signed compensation agreements and proof of payments for completeness and file them
- Provide support to the resettlement of affected households obtain documentation required for payment of signed compensation agreements, including tax certificates and banks accounts
- Ensure signed compensation agreement and proof of payment documentation are recorded through photograph and videotaping
- Participate in the investigation of new land occupations and participate in the feedback sessions to the relevant stakeholders
- Maintains physical and electronic filing system of compensation related documentation
- Daily field coordination of all preparatory work required for and the actual relocation of the physical relocation of families from their place of origin to the resettlement village
- Daily field coordination of all preparatory work required for (including engagement with affected families and local Government) and oversight of the Implementation Partner (IP) responsible for the grave’s relocation
- Accountabilities:
- The post holder is responsible for ensuring that resettlement-related compensation agreements are verified and signed following TEPMA1 applicable procedures, physically displaced families are resettled to the Quitunda village and all graves within the DUAT area are relocated in a cultural appropriate manner following best practices
Requisites
- University degree in relevant area, including rural development, economics, sociology, or geography
- Minimum of five (5) years of experience in engaging communities for compensation, relocation of families and relocation of graves
- Negotiation and conflict management skills
- Excellent communication skills with a proven ability to develop and maintain good relations with stakeholders including local communities, government authorities, implementation partners and CSOs/NGOs
- Fluent in Portuguese and English
