Description
- The Ariel Foundation Against Pediatric AIDS (F. Ariel) is looking for candidates for a multi-year advance initiative, funded by PEPFAR, with the goal of “Comprehensive Approaches to Support the Health System and the Response to HIV in the Republic of Mozambique” initiative. This position will be in Maputo, with travel required within the various project sites. The five-year project aims to support key interventions for comprehensive HIV response throughout Mozambique, including VMMC, HTC, infection prevention and control, TB/HIV integration, GBV prevention, and care and support for PLHIV
- Scope of the Position: Reporting to the COP, (s)he is responsible for overseeing project finances and other operational and administrative duties. (S)he will supervise all grant and contract management and reporting on contract and grant performance as well as provide financial and technical management to ensure the best use of resources by preparing sound budgets, monitoring project expenses, and ensuring timely preparation of CDC financial reports. Monitors the use of USG funds and ensure compliance with contractual requirements, USG rules and regulations as well as local laws and regulation
- Establishes a sound internal control system for own office as well as sub-grantees with appropriate segregation of duties, cash management and reporting system, procurement financing system, travel reimbursement verification and validation and grant fund management system as applicable
- Ensures appropriate financial data reporting to CDC and other stakeholders, including reporting of inventory and assets, cost-sharing data, periodical disbursements/fund utilization reports, sub-grantee financial reports, financial budget tracking, etc.
Duties
- Ensure proper financial and grant/contract management, in line with CDC requirements and regulations, and work closely with the Finance and Administration Managers to develop and monitor appropriate budgets to support technical activities
- Monitor the use of USG funds and ensure compliance with contractual requirements, USG rules, and regulations as well as local laws and regulation
- Establish a sound internal control system for project office as well as sub-grantees with appropriate segregation of duties, cash management and reporting system, procurement financing system, travel reimbursement verification and validation and grant fund management system as applicable
- Ensure appropriate financial data reporting to CDC and other stakeholders, including reporting of inventory and assets, cost-sharing data, periodical disbursements/fund utilization reports, sub-grantee financial reports, financial budget tracking
- Provide leadership in the facilitation of internal audits and/or compliance reviews, external audits and operational reviews carried out by donors and government entities. If material recommendations are made as a result of these activities, this position proactively leads the process of their implementation in a timely manner
Requisites
- A Master’s degree (or higher) in Business Administration, Finance, Accounting, or relevant field, and at least 8 years of demonstrated experience in administrative and financial management of large-scale, complex, international development assistance programs; or
- A Bachelor’s degree in Business Administration, Finance, Accounting, or related field or a professional qualification in accountancy, with at least 10 years’ experience in administrative and financial management of large-scale, complex, international development assistance programs
- In-depth knowledge of U.S. Government administration, financial management, and procurement procedures
- Sound experience in financial and compliance reporting and audit management
- Mastery of basic office management software (Google, Excel, MS Word, etc) and knowledge of accounting software
- Strong interpersonal and team-building skills with significant experience building strong host country national teams
- Extensive experience in develoCOPng and managing donor-funded grants programs
- Proven ability to work with a wide range of local organizations and people
- Public Financial Management experience
- Strong proficiency in English and Portuguese
