Ariel Foundation is recruiting a Chief of Party (m/f), to be based in Maputo, Mozambique.
Description
  • The Ariel Foundation Against Pediatric AIDS (F. Ariel) is looking for candidates for a multi-year advance initiative, funded by PEPFAR, with the goal of “Comprehensive Approaches to Support the Health System and the Response to HIV in the Republic of Mozambique” initiative. This position will be in Maputo, with travel required within the various project sites. The five-year project aims to support key interventions for comprehensive HIV response throughout Mozambique, including VMMC, HTC, infection prevention and control, TB/HIV integration, GBV prevention, and care and support for PLHIV
  • Scope of the Position: Under the direction of F. Ariel Executive Director, the COP will be responsible for ensuring that the goals and objectives of the project are fulfilled and in line with the guiding principles and mission of F. Ariel
  • The COP will provide strategic guidance, management, and overall oversight for successful execution of the project. Specifically, in close collaboration with the Executive Director, the COP will be responsible for managing and implementing the delivery of technical assistance in the areas of management, leadership and governance; VMMC, HTC, infection prevention and control, TB/HIV integration, GBV prevention, and care and support for PLHIV; strategic guidance and facilitating collaboration with United States Government (USG) stakeholders, governments and institutions; in-service training for healthcare workers, and pre-service training in collaboration with all implementing partners
  • More importantly, (s)he will be a primary representative of the project under F. Ariel and be responsible for maintaining excellent working relationships with the funder and key partners
Duties
  • Reporting to F. Ariel Executive Director to provide high-level technical assistance to sites, including conducting site visits and consulting on model development, leadership capacity building
  • Designing the implementation of VMMC, HTC, infection prevention and control, TB/HIV integration, GBV prevention, and care and support for PLHIV programs at F. Ariel facilities in partnership with the Government of Mozambique, the National HIV Program, CDC and other partners Monitor the evaluation of VMMC, HTC, GBV strategies and report designing
  • Negotiating deliverables with CDC and other relevant agencies of government while providing support to the COP vis-à-vis CDC
  • Serving as key liaison with project stakeholders and representing F. Ariel at high-level meetings
  • Providing technical oversight of HIV program management, VMMC, HTC, infection prevention and control, TB/HIV integration, GBV prevention, and care and support for PLHIV programs pre-service medical education, in-service training, capacity building, and collaboration between government and other NGO partners
  • Ensuring timely and quality completion of all program technical and financial deliverables and reports in accordance with CDC guidelines, reviewing and approving submission thereof
  • Ensuring the development of annual work plans and reporting
  • Coordinating with the F. Ariel M&Q team to oversee streamlined operational and M&E processes, and provide strategic information management capacity building to the sites
Requisites
  • Advanced degree in Public Health, Social Sciences, Epidemiology, Social Work, International Development or other relevant field; a medical or nursing degree is highly desired
  • 10+ years of experience in a progressive leadership position managing, designing and implementing HIV/AIDS treatment, care and support programs, health systems strengthening, integrated health service delivery, human capacity development in developing countries and complex cultural settings, organizational development, pre-service medical education, in-service training, capacity building, and collaboration between government and NGO partners
  • Strong relationship-building and communication skills; the ability to lead authentic dialogue around sensitive issues including funding priorities, F. Ariel expectations, and community concerns; highly developed emotional intelligence and active listening skills, and the ability to use interpersonal and political skills in collaborative, diplomatic ways; excellent writing, editing, analytical, and oral communication skills including the ability to collect, review, synthesize, and present information and findings
  • Direct experience in Mozambique settings strongly preferred
  • Sophisticated understanding of health disparities in Mozambique and related policy landscapes
  • Experience managing multimillion-dollar CDC, and/or other USG-funded projects requiring strong knowledge of USG grant rules and regulations
  • Advanced Word, Excel and PowerPoint experience
  • Fluency in speaking, reading and writing both English and Portuguese is required
