- Enabel is the Belgian development agency. It implements and coordinates Belgium’s international development policy and primarily works for the Belgian State. - In Mozambique, Enabel, together with other partners, is supporting the country’s efforts towards the efficient and effective mobilization of financial resources for driving Mozambique’s low-carbon and climate resilient development with a specific view to minimize climate vulnerabilities while at the same time maximizing the economic opportunities provided by the global green transition. More specifically, Enabel is supporting the Government of Mozambique with setting up climate finance tracking systems, building capacities around innovative climate finance mechanisms such as carbon markets and debt-for-climate swaps, analysing the impacts of international response measures such as the internationally agreed phasing down of coal and the EU’s carbon border adjustment mechanism, supporting participation in international climate negotiations under the United Nations Framework Convention on Climate Change (UNFCCC) and strengthening the country’s capacities to tap into international climate funds (e.g. Green Climate Fund, NAMA Facility, etc.)
- Job description: Against this backdrop Enabel is currently seeking a Climate Policy Analyst to strengthen its climate finance team in Mozambique. The Climate Policy Analyst will support Enabel Senior Climate Advisor in Mozambique and will proactively contribute to facilitate climate-related policy dialogues and policy formulation processes with a view to strengthen Mozambique’s enabling environment and opportunities for the mobilization and promotion of climate resilient and low carbon investments in Mozambique
Duties
- Specific tasks will include:
- Follow national and international climate-related policy developments and analyze and distill research findings to inform policy-makers, , or other stakeholders
- Provide analytical support for policy briefs related to climate change and energy transition
- Prepare study reports, memoranda, briefs or other written materials to inform policy dialogues on topics related to climate finance, including carbon markets, carbon border adjustment mechanisms, debt-for-climate swaps, green bonds, etc.
- Contribute to the formulation of a National Climate Finance Strategy, including options for the establishment of effective governance structures
- Contribute to the drafting and formulation of climate-related legal and regulatory texts
- Contribute to the drafting of a transparent regulatory framework for participation in carbon markets and activities related to Article 6 of the Paris Agreement
- Provide secretariat support to the organization of events, policy dialogues and other multi-stakeholder meetings. This includes preparation of technical inputs, sending out invitations, drafting minutes and logistical meeting support
- Support the organization and logistics of workshops and seminars, including training and awareness sessions to build capacity on specific topics related to climate and energy transition
Requisites
- Required qualifications:
- Bachelor’s degree in political sciences, law, economic sciences, natural resources management, sustainable development or equivalent
- Advanced training (Post-graduate studies) in relevant areas is an asset
- Required experience and skills:
- Min. 3 years of relevant work experience in public sector, private sector or international organizations
- Understanding of the climate policy landscape, both at the country the international policy level
- Ability to collect, analyse and synthesize qualitative and quantitative information
- Excellent report writing, communication and presentation skills
- Detail oriented and critical analysis are required with a strong eagerness to learn about new topics and methods
- Supportive, result-driven and function well in a team
- Proficiency in Portuguese and English (spoken and written) is required
