Aldelia is recruiting a Compliance Officer (m/f), to be based in Cabo Delgado, Mozambique.
Duties
- Arrange safety audits required by independent HSE advisors and ensure audits are being done effectively and on time, while ensuring all non-conformances are being addressed by the construction contractor immediately
- Ensure the effective implementation of the applicable Health, Safety, Security and Environment Management Plan established for the project execution phase
- Manage any project non compliances with regards to health, safety and environment, while required to coordinate the security situation on and around the project, or within the Cabo Delgado Province
- Coordinate security management procedures for the project, and assist the company to establish those required for personnel of the company
- Ensure the agreed Environmental and Social management system are appropriate implemented during the execution phase by the construction contractor, and ensure the relevant audits, internal and external, are being conducted regularly, and as required
- Ensure Health and safety reporting are being done accordingly by the construction contractor and that health and safety regulations, locally or as required by the financing agreements, are duly completed and remain complaint
- Ensure the approved Environment and Health & Safety plans are implemented during the entire construction phase, including the transition phase from construction to operations
- Perform all required Community Liaison with the nearby and affected communities on behalf of the company
- Monitor the community engagements performed by the construction contractor
- Ensure the community grievances or grievances from workers on site are being attended too immediately and that they are closed effectively, perform community sensitization and by liaison with local leaders, identify any risks for the pertaining to community grievances unresolved
- Assist the Construction manager to control quality of the construction contractor and with quality inspections on site
- Control and support the effective coordination between EDM and the construction contractor in order to ensure relevant interconnection dates, or requirements are met
- Assist the project team to obtain approval’s from EDM pertaining to crucial interconnection milestones in order to avoid delays on the project schedule
- Ensure all licencing are in place at any time during the execution phase and duly track compliance
- Develop and review a proactive action plan in response of statutory audits, such as E&S audits, HSE audits and other required compliance audits necessary to be performed to ensure remain complaint to its financing and licensing conditions
- Assist proactively to ensure all administrations needs are fulfilled during the final stages of project development and during the construction phase
- File and maintain all quality, HSE, E&S and reporting pertaining to the execution phase in a prudent manner and in accordance to the system implemented by the construction management team
- Review all logistics process being followed by the construction contractor and record inventories
Requisites
- Relevant Tertiary qualifications in the Engineering field preferred
- Additional Business/Project management qualification would be a plus
- Proven skills and experience in the supervision and co-ordination of construction, operation and maintenance activities associated with renewable energy generation or similar operation
- Working knowledge and understanding of renewable energy plants and equipment such as solar plants and associated electrical equipment, auxiliary plant and high voltage infrastructure
- Contract and site management experience of large scale solar photovoltaic projects (+10MWp) a plus for this role
- Demonstrated up-to-date working knowledge of Workplace Health, Safety & Environment requirements
- Fluent in Portuguese (both written and oral)
- Fluent in English (both written and oral)
- Skills in the local dialect used in the area of the Project location would be a plus
- Fundamental understanding of the risk acquainted to the constructing solar projects, in terms of health, safety, security and environmental
- Experience in the permitting and development phases of photovoltaic projects in the country a plus
- Must have experience working for or with EDM
- Must also have good knowledge of the logistics procedures in Mozambique including custom clearance processes
