Consultancy for the feasibility study in our child care programmes in Tete province
Purpose
The proposed feasibility study will bring in-depth information about the situation in Tete, for informed decision making on the appropriate and effective child centered interventions within the renovation in line with the CVPP. This is meant to improve the situation of children that are at risk or who have lost parental care in Tete and guarantee their full development under alternative care and in the communities to become future contributing members in society.
Objectives
Specific objectives of the feasibility study in Tete village are to:
- Provide detailed and disaggregated information (by gender, age etc.), on the situation of children in Tete to inform child centered programme strategies for the best interest of the children in our target group
- To assess the current child care situation in SOS Children’s Village Tete, with a special emphasis on the village housing conditions (considering inclusiveness and gender sensitivity) and provide technical recommendations on best strategies to improve quality of care
- Explore strategies for the SOS programme achieving sustainability within the new CVPP approach and diagnose risks that can put down programme efforts and at the same time suggest counter solutions for success
- Outline areas of collaboration between SOS Children’s Villages Mozambique and other stakeholders for meaningful partnerships and networking for high programme impact on our interventions in Tete
Scope
The study clearly defines the organization’s target group in Tete and analyses their situation in terms of their access to care, education, and health services, the quality of service provision and whether this is enabled through equitable policy frameworks. It identifies any changes that are required to improve the situation of the children of the target group. Where there are gaps that need to be filled in service provision or in capacity building of existing services, it analyses the stakeholders for the target group in Tete and identifies who is the best-placed service provider to fill these. In doing so, the most appropriate response that can be provided by the SOS Children’s Village Programme in Tete in addressing the educational situation of the children of our target group is defined.
It should report on major child rights violations of children without parental care and at risk of losing parental care) by:
- Identifying and describing the target group, assessing their care, education, and health needs and access
- Identify quality issues and violations of children’s rights in Tete, including gaps in the access to care, education and health
- Identifying the most appropriate response for children in the target group in line with the SOS Children’s Villages Programme
Policy
- Identifying the relevant stakeholders in the provision of care, education, and health services
- Identify the role of SOS Children’s Villages Mozambique can play in the provision of care, education and health
- Give recommendations for priority actions
- Provide methodologies for aligning advocacy work in our work in Tete
Survey Participants
The feasibility study in Tete should include participants from our various stakeholders such as:
- Children and youth from the Family Based care Programme and from the communities that are beneficiaries of the Family Strengthening programme
- SOS staff from Family Based Care and Family Strengthening Programmes
- Government departments for Women and Social Welfare, Education, Health and agriculture
- The department of internal security (police) that is responsible for attending to women and children that are victims of domestic violence
- The local municipality
- School Directors (teachers) from the SOS School and from community schools within the FS programme and educators from the SOS Kindergarten and community kindergartens in FSP
- Partner CBOs within the FS programme and the care givers from the community in general that are beneficiaries of the Family Based care programme and the FS programmes
- Other NGOs working in Inhambane in the area of child rights
Methodology
For quality delivery of this activity, specialised services are required to conduct a research in Tete and in the communities covered within the Family Strengthening programme to enhance a deeper understanding of the target group and for this specific study, Mozambique NA will hire consultancy services. The following methods will be used for primary and secondary data collection, sorting and presentation but not limited to:
- Designing of data collection, assessment and presentation tools
- Physical mapping of the study settings in the geographical programme areas in Tete CV
- Desktop review of various programme documents and making reference to previous child rights situational analyses or some other studies on children in Mozambique with a specific focus on Tete province specifically in the districts of our programme operations
- A review of existing national and local laws (e.g. child welfare law), policies, strategies, statistics and reports related to the situation of children without parental care or at risk of losing parental care, also in regard to their educational needs
Field work and surveys in the districts where SOS is working within its FBC and FS programmes the following methods can be used:
- Interviews- Structured and unstructured interviews
- Observing activities of interest
- Participant observation
- Recording field notes
- Focus groups
The data and information gathered should be presented in a report that clearly shows what modifications needs to be done in Tete location to increase programme impact amongst the beneficiaries with a high quality and at the same time cost effective for the best interest of the children within our target group in Tete.
The proposed changes to the existing programme / unit following the feasibility study should be relevant, meaning that it should be an appropriate response to the needs of the target group given factors such as government policy, local customs and cost effectiveness. It must also fit within the SOS Children’s Village Programme Policy.
Budget
The feasibility study is estimated to take two months in terms of implementation timeline. The proposed budget for the consultants services should be within our affordable budget.
Constraints
Language, time, ethical issues for doing research with children, accessibility of the communities in terms of mode of transport, appropriate methodology, security, and budget are seen as the main limitations of the study.

- Final report in English and Portuguese languages in word documents, (up to 20 pages maximum)

Requisites
- An advanced degree in social sciences with a specification of education and pedagogics, social work, community and international development, child rights and research skills is an added advantage
- A deeper understanding of the situation of children without parental care or at risk of losing parental care in Mozambique with a specific focus on Tete province
- Well knowledgeable on the legislation, governmental programmes, policies and strategies related to this target group
- Aware of child protection issues in general including the predominant child rights violations and the socio-economic situation in Mozambique
- Experience on leading some recent social researches, preferably in the area of children
