World Food Programme is recruiting a Consultancy on Maternal and Neonatal mortality in Mozambique, to be based in Maputo.
Duties
- Conduct a desk review of UN programming in the relevant areas, analysis on the data related to maternal and neonatal mortality in Mozambique, with specific focus on Zambézia and other two top provinces to be determined. The consultant will understand the background of convergent UN health programming in Zambézia through a grant known as the ‘MDG4&5’ funded by the Canadian government. Relevant documents will be provided by the relevant UN agencies in addition to the consultant sourcing other appropriate documentation and data as necessary
- Stakeholder interviews and workshops. The consultant will undertake all necessary consultations – in the relevant provinces, Maputo, from MoH, UN agencies and relevant implementer partners – to capture the content required to develop a substantive, costed proposal
- Technical meetings with representatives from the UN agencies will take place on a weekly basis, chaired by the consultant. They will be used as an opportunity to address any issues that arise as the proposal and Theory of Change are being developed.
- Produce a coherent multi-year, proposal (including results framework and budget) focussing on achieving a reduction in maternal and neonatal mortality, specifically in Zambézia and one or two other relevant provinces . The proposal will include a robust, clearly articulated Theory of Change and present a logical narrative explanation of the outcomes and outputs that will delivered through implementation of the proposal.
- The proposal will include standard proposal content areas (Background, Purpose, Results, M&E, etc) and will include specific sections addressing value for money, gender-based issues and sustainability. The results framework will complement the narrative proposal by providing outcome; output and activity level detail and the fully costed budget will include an overview and breakdown p/year
Requisites
- Advanced University degree
- Excellent analytical and strategic thinking skills
- Excellent English writing and speaking skills. Portuguese (writing and speaking) will be an important asset
- Previous experience writing funding proposals, preferably for bilateral donors
- 5+ years’ work experience in a relevant field
- Familiarity with the economic, political and social context of Mozambique
- Willing to present fundraising portfolio with description of submitted and successful donor proposals
