DAI SPEED is recruiting a Consultancy Services for the Development of an Agriculture Investor Manual for the USAID SPEED Project, to be based in Maputo, Mozambique.
Description
- The USAID SPEED Project is seeking an experienced Senior Consultant, to support the development of an Investor Manual. This consultancy, totaling 20 days of work between November 4th, 2024 and March 21st, 2025, requires a consultant with a strong background in the agriculture sector (crop, livestock, forestry, fisheries, energy, infrastructures, etc.), a deep understanding of the agricultural business and investment environment, and familiarity with agricultural laws and policies. Experience in developing investor manuals is essential.
The consultant will particularly produce the content of the agriculture sector investor manual with detailed guidelines for investing and doing business in the sector. The consultant will engage with agricultural businesses (including associations), government institutions, and other key stakeholders.
Duties
- Review the existing investor manuals and platforms at local, regional, continental and international levels
- Develop a manual with investment opportunities in the agriculture sector (including fisheries and forestry, energy, industry, infrastructure, etc.); existing policies and regulatory frameworks including crosscutting issues (land governance, environment, trade, economic governance, etc.); and existing incentives for investment
- Develop a flowchart with key steps for investing in agriculture
Requisites
- Bachelor’s degree in economics, agricultural science, rural development, or any other relevant field required. Advanced degree (Masters and Doctorate) is preferred
- Profound knowledge and good experience in the agriculture sector, and agricultural business environment in Mozambique
- Relevant experience in agriculture business, market research and investment processes in Mozambique
- Ability to deliver high quality work on time and within budget
- Experience working on USAID-funded projects is preferred
- Excellent organizational, technical and communication, specifically writing skills with a willingness to take initiative
- Fluency in both English and Portuguese is required
Key Deliverables
- An Agriculture Investor Manual with a flowchart with required steps for investing in the sector and other relevant information such as opportunities, incentives, regulatory frameworks in English and Portuguese
- PowerPoint presentation on the above in English and Portuguese
