DAI SPEED is recruiting for a Consultancy Services to Conduct a Rapid Assessment of the Agriculture MSMEs Business Registration Process, to be based in Maputo, Mozambique.
Description
- The USAID SPEED Project is seeking a mid-level consultant, for a total of 35 days from March to July 2024, with experience in feasibility analysis. The consultant will particularly conduct a rapid assessment of the business registration and licensing process and factors that hinder the registration of local agribusinesses. The consultant will engage with agricultural businesses (including associations), government institutions, and other key stakeholders at central, provincial and district levels
Duties
- Main tasks:
- Assess the underlying factors that hinder the registration of agriculture MSMEs
- Identify key steps, required documents, timeframes and costs/fees associated with the registration process
- Evaluate the efficiency of the registration process through identification of bottlenecks, redundancies, delays and efforts required
- Assess the transparency and accountability of the registration process to identify the clarity and availability of information on requirements, guidelines and associated costs for the process
- Evaluate the compliance of the registration process with relevant laws and regulations and identify any legal barriers for the process
- Identify opportunities to streamline and simplify the process including the associated potential risks and challenges
- Develop an action plan prioritizing recommendations with high impact and feasibility
- Key Deliverables:
- A data-backed report that identifies the factors that hinder registration of MSMEs, key steps, constraints and opportunities to streamline the process in Portuguese and English (no more than 30 pages each)
- PowerPoint presentation on the above in both languages
Requisites
- Bachelor’s degree in economics, agricultural science, rural development, or any other relevant field required. Advanced degree (Masters) preferred
- Profound knowledge of the agriculture sector and relevant experience in agricultural business registration, licensing and requirements in Mozambique
- Ability to effectively manage and deliver technical assistance on time and within budget
- Experience working on USAID-funded projects is preferred
- Excellent organizational, technical and communication skills with a willingness to take initiative
- English and Portuguese knowledge are required
