UNICEF is recruiting a Consultant for Budget Briefs Evaluation, to be based in Maputo, Mozambique.
Duties
- Assess the contribution/impact of the Budget Briefs to the Public Finance Management environment in Mozambique
- Describe and analyze how this environment has changed in the past decade in terms of transparency, the opportunity for public participation, budget oversight and scrutiny
- Design and implement a methodology to assess the contribution/impact of the UNICEF Budget Briefs over the past decade (2007-2017); the methodology will include interviews with stakeholders involved in the production of the budget briefs (UNICEF programme officers and CSOs partners); other contributors to the briefs (Donor community); users of the briefs (Government institutions, particularly sectoral ministries: Education, Health, Social Action and Public Works) and Ministry of Finance; and members of the Parliament)
- Produce a final report (with accompanying executive summary and PPT on the main findings of the assessment)
Requisites
- At least a degree in Economics, Public Policy and/or Administration, Public Finance, M&E, Public Policy, Social Sciences, International Relations or other relevant disciplines
- At least 5 years of relevant work experience in the area of development, with a specific focus on public financial management and/or monitoring and evaluation. Familiarity with Mozambique Public Financial Management environment desired
- Strong research and writing skills (Portuguese; and English highly desirable), compiling a lot of information from multiple sources into a coherent and strong piece
- Proven ability to work under tight deadlines and drive for results
- Experience in interviewing a different gamut of stakeholders is desired
- Background in qualitative evaluation is a major plus
- Strong communication skills
- High fluency in Portuguese is mandatory
- Fluency in English highly desirable
