The Child Help Line is recruiting a Consultant for Developing a Resource Mobilization and Strategy and Donor Mapping (m/f), to be based in Maputo, Mozambique.
Description
- The Child Help Line Mozambique (LFC-116) is an autonomous, non-profit organization with legal personality (BR# 43, Series III, 03/11/2009) based in Maputo, Mozambique. LFC was established in response to the Concluding Observations of the United Nations Committee on the Rights of the Child to the second periodic report of Mozambique (CRC/C/MOZ/CO/2) of 2009) to establish a free telephone line and support services for most marginalized children with support from UNICEF and in partnership with
- LFC is the only free child helpline accessible throughout the entire country. It has agreements with mobile providers in Mozambique (MCEL, VODACOM, MOVITEL and TDM) to operate a toll-free number #116.
LFC has significantly strengthened its capacity and services in the recent years through expansion of services to more provinces through a network of focal points; development of a modern call center and training of councilors to provide telephone-based counselling and referral support
- LFC is supported by many partners, including UNICEF, Save the Children, Plan International, World Vision and Rede Came, and is an active member in the Child Rights Forum (ROSC) and the National Coalition against Child Marriage (CECAP)
- LFC intends to contract the services of an individual consultant to develop a comprehensive resource mobilization plan and provide necessary skills and coaching to the members of the programme management team to be able to successfully carry out resource mobilization activities
- The consultant is to review the normative framework in Mozambique in respect to corporate social responsibility, support to non-profits from the government and other relevant norms and practices conducive to partnerships with the private sector, multilateral, multinational organizations and corporations and the government. He/she is also expected to do a mapping of potential organizations and institutions and include strategies for targeting them through relevant approaches
- The overall objective of the consultancy is to support LFC to diversify its funding streams, increase partnerships with the private sector and subsequently contribute to more regular income generation, especially for running and operational costs of the Helpline
Duties
- To achieve this, the consultant is expected to undertake the following activities and produce the identified deliverables:
- Review the normative framework in Mozambique in respect to corporate social responsibility, support to non-profits from the government and other relevant norms and practices conducive to partnerships with the private sector, multilateral, multinational organizations and the government
- Map out potential organizations and institutions and develop targeted approaches for engaging them in partnerships with LFC
- Study and document good practices of resource mobilization and private sector partnerships successfully used by other Helplines and non-profits in the region and elsewhere
- Review various promotional materials of LFC and suggest necessary changes or development of new materials to facilitate resource mobilization
- Develop a comprehensive resource mobilization strategy and a costed plan and train key members of LFC to implement it
Deliverables
- Inception Report with situation review about the normative framework in Mozambique to corporate social responsibility, and with detailed methodology and chronogram (including draft questionnaire for the interviews). Resource mobilization strategy which include:
- Map of organizations/companies in the private sector, multilateral, multinational organizations and the government, to be targeted and respective strategies
- Short document with analysis of good practices of resource mobilization by other Helplines in the region and elsewhere
- Costed plan
- Reviewed/improved promotional materials of LFC and/or development of new ones for resource mobilization
- Training to key members of LFC on how to implement the resource mobilization strategy
Methodology
- Desk/web review for the review of the normative framework in Mozambique and for the mapping of potential donors and for documenting good practices of resource mobilization of other helplines in the region or elsewhere
- Meetings with identified potential donors (private sector, multilateral, multinational organizations and the government)
- Review of promotional materials of LFC and suggest necessary changes or development of new resource mobilization materials
- Delivery of a comprehensive resource mobilization strategy and a costed plan
- Training of key members of LFC to implement the resource mobilization strategy
Requisites
- Advanced University degree in one of the following areas – marketing, economic studies, business relations, development studies, etc.
- At least 5 years of relevant experience, and proven experience in the area resource mobilization
- Proficiency in English and Portuguese
- Experience in Mozambique or other countries in the region is an advantage

Budget Assessment
- The budget will also be evaluated. The following administrative issues need to be included in the consultant’s proposed budget, as appropriate:
- Return Travel (to and from Mozambique: only for international consultants)
- Security clearances
- In town transport (only in Maputo)
- Health Insurance, accidental death and dismemberment and medical coverage
- Office space
- Secretarial services
- Equipment and materials necessary to carry out assignment (computers, printers, office supplies)
Payment Modalities
- Payments will be processed upon acceptance of the corresponding deliverable and against an invoice that will refer to the contract reference and deliverable number

Maximum Expected duration of the assignment is 44 work days beginning from signature of the contract to be carried out during not more than 3 months period
