Tearfund is recruiting a Consultant for the Final Evaluation of the Project "From Handouts to Hoes: An Activation of Sustainable and Resilient Livelihoods in Flood-Affected Communities", to be based in Mocuba and Namacurra, Mozambique.

Description

• Tearfund in Mozambique intends to hire a Consultant for the final evaluation of the project "From Handouts to Hoes: An Activation of Sustainable and Resilient Livelihoods in Flood-Affected Communities," funded by the Jersey Government (Jersey Overseas Aid) and Tearfund UK
• The project “From Handouts to Hoes” covers a total of 10 resettlement communities in the province of Zambézia of which 6 of the communities are located in the district of Mocuba and the remainders are located in the district of Namacurra. The project to date through its efforts has reached out to an estimated 19,350 people through resources provided by the project, technical knowledge passed on and awareness raising. Due to expectation on electricity to reach some of the resettlement centres some of people who had given up living there before are now returning to occupy their plots of land but are not yet definitively established there which makes it difficult to determine the increase of number

General Objective

• To establish cohesive communities with sustainable livelihood options by addressing their WASH, food security and skills needs
• The expected results of the project are divided into the following components:
• a) Food Security Outcomes
• Increased food security for 20,335 vulnerable people
• Improved yields not only in demonstration plots but in bigger family fields
• Development of agriculture knowledge to increase and improve farming practices
• b) Watsan Outcomes
• Reduced incidence of water borne diseases by 50% from current baseline survey
• Improved access to clean water in 10 communities for 20,335 vulnerable people
• Increased capacity to manage community water systems in 10 resettlement communities
• c) Sustainable Livelihoods and Skills Outcomes
• Increased household incomes resulting in 80% of households living on more than $1USD per day
• Improved informal skills for appropriate urban/rural context among 750 young people and youths
• d) Community Cohesion Outcomes
• Improved community cohesion and strengthened safety nets for vulnerable groups (orphans and vulnerable children, sick people, elderly, disabled people) resulting in better social security
• Improved capacity of 10 communities and their institutions to self-manage own developments
• Increase community participation and empowerment on issues that affect their life resulting in the spirit of self-determination and self-sufficiency
• Increased participation of women in economic life of the community
• The project was badly affected by the aftermath of cyclone Idai where In Mocuba almost 26 Hectares of agricultural planted land have been washed away mainly Rice fields in lowlands. In Namacurra; Brigodo has lost 32 fields of crops. Ronda has lost 130 fields with crops. Mucoa has lost 19 fields of crops and Munguissa has lost 56 crop fields.436 Houses and 359 Latrines fell down. This brought a negative impact on the project as well as on the people. The project progress was retarded as people started concentrating on rebuilding their lives thus having project activities delayed
• Rationale for the assessment and main objective:
• The overall objective is to assess the effectiveness of the intervention in achieving the project's objectives. The objectives are related to establishing cohesive communities with sustainable livelihood options, meeting their needs for WASH, food security and skills
• The project has come to an end and an external evaluation is needed to understand the achievement of the project's objectives and the impact on the lives of the target beneficiaries. This assessment will serve as a learning tool to disseminate the lessons learned and study a possible expansion of the project

Goal, objectives and questions

• a) Evaluation Goal
• Assess the effectiveness of the intervention on the objectives of the program. To what extent has this project been successful in improving the quality of life of people affected by the 2015 floods in the province of Zambézia (Mocuba and Namacurra districts) through a community-led participatory development process, considering the issue of establishment of cohesive communities with sustainable livelihood options, meeting the needs of WASH, food security and skills
• b) Evaluation objectives and questions

Specific objectives

• Assess the scope of the results
• Assess the relevance, effectiveness of program activities
• Assess whether the beneficiaries' needs were met holistically
• Understand and explore the impact and sustainability of the project's long-term achievements

Relevance

• How relevant was each project activities?
• How satisfied are the people affected by the 2015 floods with the support provided?
• What is value - for - money of each project activities? (inputs Vs outputs analysis)

Efficiency

• To what extent have the activities carried out in the project contributed to:
• Which interventions have proven to be most/least successful in achieving the project objectives or the observed effects?

Impact

• What are the positive changes (individual, HH, community) brought about by this project in the intended areas?
• Were there any unintended changes brought about by this project?
• What are the external factors that played a significant role in the positive and negative changes in the community during the intervention?
• How do the beneficiaries see the relevance of the project?

Sustainability

• How sustainable are the water committee groups formed (leadership, commitment, motivation, self-organization, etc.)?
• How sustainable are the existing and newly formed self-help groups (leadership, commitment, motivation, support from colleagues, self-organization, etc.) at the level of each target community?
• How prepared are these communities for another disaster?
• Any resilience work or DDR training done?

Appropriate

• Does this project fit with the context of Mozambique?

Coherence

• To what extent is there consistency in what was intended to support the target group with the results achieved with the project after the end of the 4 years considering aspects of community development and humanitarian aid

Coordination

• How well did the project team work with others to maximize the collective impact of the project?

Scope

• This assessment will focus only on one geographical area, that is, Provincia da Zambezia (Districts of Mocuba and Namacurra, respectively). During the intervention the district of Mocuba covered 6 communities or resettlements and the District of Namacura covered about 4 communities or resettlements. And the distance between the two districts is 84 km

Methodology

• Desk review of key documents prior to departure
• Consultant to decide on evaluation framework with Tearfund. Suggested frameworks are Outcome harvesting, Light Wheel, OECD DAC. However Tearfund is open to incorporating suggestions
• In country key informant interviews eg with government officials, other humanitarian actors, Community leaders (one per community), Religious leaders
• Surveys of beneficiary households 12x10 communities= 120 HH
• Tearfund and partner staff interviews
• Secondary data where available
• Discussion of initial findings with in-country Tearfund and partner staff teams while still in the country
• Discussion of final report with Tearfund staff after submission (phone or skype) to finalize any corrections and review findings

Governance and accountability

• This evaluation will be carried out by independent consultants however there will be team members from CODESA at least one from the Finance department and one from the project. Tearfund Management team will join during the preliminary evaluation meeting and during the finding presentation meeting and possibly Tearfund DMEAL Advisor join the evaluation team in case there is a need. If any confusion arises during the field visit or in the evaluation process, can be settled down through talks with the Tearfund Country Director
• Consultant will also be required to put evaluation findings and final report

Duration and timeframe

• The draft report of the assessment should be submitted not later than 12 days after field work has ended
• The final report will be submitted not later than 1 week after the Tearfund has forwarded its comments

Duties

• In coordination with the Tearfund project team, the consultant should:
• Evaluate the project in terms of general relevance, considering each project activity
• Evaluate the project in terms of efficiency, considering which interventions proved to be more/less successful in achieving the project objectives or the observed effects
• Evaluate the project in terms of impact and sustainability, considering the external factors that played a significant role in the positive and negative changes in the community during the intervention
• Evaluate the project in terms of coherence, appropriate and coordination

Requisites

• A minimum of a Bachelor's degree in Social Sciences, Community Development or any other relevant discipline
• Strong research skills with experience in writing case studies and/or conducting research in an NGO setting
• Proven experience in the final evaluation of Projects
• Deep knowledge in the area of community development, as well as national and international policies related to the area
• Excellent academic writing skills, interviewing skills, facilitation and analysis skills
• Ability to work across cultures sensitivity
• High level of English and Portuguese: spoken and written
