General Background of Project or Assignment
- L2 emergency was declared on 20 August 2020 in Mozambique owing to the deteriorating security situation in Cabo Delgado that started way back in 2017. To date, more than 300,000 persons have been displaced as a result. The Government of Mozambique has requested humanitarian organizations to help respond to the crisis. UNHCR as the lead in the Protection Cluster, is increasing its capacity to address the needs of IDPs and host communities in the country. Enabling displaced persons earn a living and be self-reliant helps achieve lasting solutions that assure their protection. For this reason, UNHCR is undertaking this market assessment to identify relevant and viable sectors that can offer livelihoods opportunities. Results from the assessment will inform programming not only for UNHCR but for other humanitarian organizations as they strengthen interventions that enhance the protection of IDPs
Overall purpose and Scope of Assignment
- The objective of the assignment is to identify potential sectors (agriculture and non-agriculture) and feasible interventions that can generate employment and improve the livelihoods of IDPs in Cabo Delgado, including at least one non-agricultural sector for employment creation. The outcome of the assessment should be a package of interventions for each sector/value chain that will facilitate the employability or engagement of IDPs in the selected sectors
- The work of the consultant should be structured and reported on in a way that allows for replication in other provinces in Mozambique
Duties
- The consultant will conduct the following activities:
- An initial assessment of the target group in Cabo Delgado to give an overview of the target group’s profile including their age, educational background, capacities, skills, professional experience, legal status, current income-generating activities as well as key challenges and constraints. This exercise can draw upon already existing UNHCR data, profiling exercises and studies. Missing data will be collected through field visits and interviews
- Identify sectors or value chains which have potential for profitability, growth and creation of livelihoods opportunities for refugees and host communities. Sector or value chain selection criteria should include the following: relevance to the target group, potential for employment creation, and feasibility of intervention
- Referring to the “Guide to Market Based Livelihoods Interventions for Refugees” and ILO’s “Value Chain Development for Decent Work”, the consultant will conduct analysis for at least 3 of the value chains, including one that is non-agriculture, that have the most potential based on the selection criteria. The value chain analysis will explore: employment opportunities for IDPs in the various stages, existing business linkages, available services currently provided by institutions and what are the gaps, regulatory constraints and opportunities for the economic development of the sector and regulatory constraints specifically specific to engagement of refugees in the sector. Selection of the value chains should be validated with relevant stakeholders. Similarly, the overall findings from the assessment should be discussed and validated during a stakeholder workshop
- A training needs assessment will run parallel to the value chain analysis and should identify the skills and knowledge gaps that can be improved with training within the specific value chains and propose an appropriate plan for technical, vocational and/or entrepreneurship development training
- The consultant should evaluate institutional capacity building possibilities for partners, including private sector service providers, provincial vocational school and training centres as well as local organizations that can contribute to the fulfilment of the projects objectives, while duly considering the capacity of partners in terms of delivering outputs
- To the extent possible, the consultant should involve partners in the analytical work, thereby building their capacity to undertake such assessments in the future. This could be done, for example, with a stakeholder workshop to receive feedback from the value chain stakeholders on opportunities and weaknesses in the value chain as well as possible initial interventions to improve the functioning of the chains
Requisites
- Level of responsibilities required:

- The consultant must have experience in Value Chain Development and a good knowledge of the Mozambique’s political, economic and social context. The consultant will be expected to work in close consultation with the UNHCR livelihoods focal point/s
- Qualifications:
- 8 years experience working in value chain development, small business or/and enterprise development
- Master’s degree in business, social sciences, development studies or equivalent
- Technical competencies:
- Capacity to implement research in value chains and market systems
- Excellent writing communication and presentation skills
- Strong social, organizational and knowledge management skills required in order to coordinate and manage a research and project network
- Capacity to produce high-quality reports
- Experience with refugee contexts desirable

- The consultant will be expected to deliver the following:
- Action plan at the inception of the consultancy
- Regular check ins with the Associate Livelihoods Officer
- Final report including findings and recommended interventions, specifically:
- Target group assessment of PoCs in Cabo Delgado
- Documentation of the sector/value chain selection process. This should include specific criteria based on which the value chains were selected
- Value chain analyses and recommendations for specific sector interventions. For each of the selected value chain, a business plan should be developed that can be readily implemented, including interventions/activities, investment needs, financial projections, and partnerships with identified entities/service providers
- Training needs analysis for PoC within the selected value chains
- Institutional capacity building needs mapping/analysis of stakeholders
- Hold a sector/value selection validation/consultation with relevant stakeholders before proceeding with the value chain analysis (staff of UNHCR should be consulted for inputs before the workshop)
- Lead a multi - stakeholder workshop to present and validate all findings (staff of UNHCR should be invited or consulted for inputs before the workshop)
