  • The selected candidate will join a diverse, and supportive team of around 60 staff employed by the British High Commission in Maputo.  The role sits within the Delivery Excellence and Corporate Services Team which plays a key role in ensuring high quality programming, risk, and financial management across the mission. The team is also responsible for delivering the corporate services charter for all staff on the UK platform. Within the team you will have a particular focus on crisis management and preparedness, programme management assurance, risk management, combatting fraud and on x-mission coordination 
  • You will work closely with the Team Leader and highly experienced programme managers across BHC Maputo to deliver on this agenda.   The post-holder will be required to work collaboratively with a mix of internal and external stakeholders including colleagues from other teams in BHC Maputo, Headquarters and the region 
  • You will also be required to contribute to the wider objectives of the wider British High Commission, including helping to maintain an inclusive working environment where all staff feel valued and are able to make best use of their skills and experience
Duties
  • Lead on delivering BHC Maputo’s Risk Management Framework – ensuring effective monitoring of risks across the mission and strategies to mitigate risk
  • Secretariat for the BHC Maputo Country Board. This is the highest-level governance board for the mission chaired by the High Commissioner provides strategic direction, oversight, and collective responsibility for delivery of all UK activity in country. The job holder will be responsible for planning and delivery of Country Boards and ensuring actions are followed up
  • Coordinate the delivery of cross-mission commissions, such as the # Country Business Plan and Africa Strategy
  • As the e-case coordinator and correspondence lead provide support in responding to required commissions
Crisis Management, Planning and Preparedness
  • Responsible for ensuring BHC Maputo’s crisis management plans are developed and maintained, regularly tested and exercised and that lessons are effectively learnt and implemented
  • Responsible for building capacity of staff across the mission on crisis management
BHC Fraud Liaison Officer
  • Responsible for providing a link between BHC Maputo and the HQ Counter Fraud Section, helping on individual enquires and increasing understanding and awareness of risks within the country and mission – including through outreach to partners
  • Responsible for maintaining BHC Maputo’s fraud register, assist with risk assessment processes and work with the Internal Audit and Investigations Department and Programme Senior Responsible Officers (SROs) to facilitate an appropriate response to fraud allegations in country
Programme Performance and compliance
  • Contributing to cross-office activities and discussions; supporting other colleagues to deliver their objectives
  • Upholding and championing BHC’s values by playing an active role in supporting the working environment and overall performance
  • Support the delivery of Partners Days for BHC Maputo and the delivery of Policy Forums across the mission
  • The responsibilities of the role may change over time in response to evolving mission and workforce planning priorities
  • Essential qualifications, skills and experience 1
  • Knowledge and understanding of crisis management, risk management and combatting fraud
  • Experience working on international aid and managing development programmes and projects
  • Good interpersonal skills – leadership, management, self-organisation, influencing, persuading, listening, and giving and receiving feedback
  • Strong written and oral communication skills in English (and ideally Portuguese); able to get your point across clearly and concisely
