Chemonics is recruiting a Deputy Chief of Party and Grants Manager (m/f), to be based in Maputo, Mozambique.
Description
  • Chemonics seeks a deputy chief of party and a grants manager for the anticipated USAID Local Governance Strengthening (LOGOS) activity in Mozambique. The activity’s overall objective is to support the Government of the Republic of Mozambique in efforts to decentralize governance to improve delivery of public services at central, provincial, district and/or municipal levels. Both positions will be based in Maputo. We are seeking individuals who have a passion for making a difference in the lives of people around the world
Duties
Deputy Chief of Party
  • Reporting to the chief of party (COP), the deputy chief of party will be the COP representative in Maputo providing daily, routine supervision of Maputo-based staff
  • Collaborate with government ministries subnational government entities, parliament, and international donors in Mozambique
  • Serve as regular point of contact with USAID
Grants Manager
  • Administer grants and procurement processes related to subaward management
  • Finalize and manage subawards, ensuring sub-partners are compliant with USAID policies and procedures
  • Collaborate with program and monitoring and evaluation teams to ensure oversight during project implementation
  • Advise staff on contractual and grant issues, donor compliance, and implementation of policies related to subaward management and risk mitigation
Requisites
  • University degree in relevant technical area and minimum of five years of demonstrated experience working on or with donor-funded local governance, decentralization, policy development, or municipal service delivery projects required
  • Experience collaborating with government officials, international donors, and the public sector in Mozambique desired
  • Fluency in spoken and written English and Portuguese
  • Degree in project management, business administration, public administration, or another relevant field and minimum of three years of progressively responsible experience in a grants management role, preferably for donor-funded development programs required
  • Fluency in spoken and written English and Portuguese
