Adra Mozambique is recruiting an Ecosystem Based Adaptation Adviser (m/f), to be based in Maputo, Mozambique.
Description
  • ADRA in partnership with its local NGOs is designing the project “Community based Climate Change Resilience Program of Maputo Environmental Protection Area”. Is anticipated that the project will make a significant and measurable contribution to ecosystem-based climate change adaptation and contribute to ensuring longer term funding for effective management of 1770 km² protected areas of Maputo Environmental Protection Area. Also, is anticipated that the project will improve livelihood conditions of vulnerable coastal households by enhanced ecosystem services and contributing to reducing climate change related risks
  • Among specific roles, the Ecosystem Based Adaptation Adviser will undertake:
  • Pulling together and leading the design of project components focusing on: i) Management and sustainable protection of Maritime Environmental Protection Area; ii) Habitat conservation and restoration of native mangroves and restoring seagrass launched along the coastal villages, and native/herbian forest species; iii) Species conservation/sustainable fisheries; iv) Transformation capacity of relevant stakeholders to reduce climate change related risks by Ecosystem-based Adaptation (EbA) measure; and v) Sustainable livelihoods
  • Support the planning and project resources: he/she will provide support to the MEAL Team and Budgeting Team in planning and resource allocation (what resources are needed, estimating time, as well as provide inputs to the MEAL system)
  • Quality and Satisfaction: The Ecosystem Based Adaptation Adviser will develop and review data collection tools and conducted together with the MEAL Team need assessment on habitat conservation and restoration
Duties
  • Review all comments received on the concept note stage from the donor
  • Design technical components of the project regarding the above 5 focusing areas
  • Design the overall theory of change of the project
  • Plan and conduct the need assessment with the MEAL Team
  • Help define program scope, goals and deliverables
  • Create schedule and program timelines
  • Track deliverables
  • Support and direct team
  • Attend discussion with key stakeholders
  • Lead quality assurance
  • Implement and manage change when necessary to meet donor’s expectation
  • Identify potential co-financing contributions from potential partners of the project and in particular, advise on steps required for securing such co-financing contributions during the project preparation period and implementation period
Requisites
  • Master degree or higher in a relevant field including biology, environmental protection; biodiversity; marine science or related areas
  • Experience working with GEF, Blue Action Fund or Darwin Initiative projects is an advantage
  • Be familiar with the existing regulation on EbA in Mozambique, EbA programs taking place in the country and specially in the target region
  • Demonstrated ability to create and maintain effective working relations with communities
  • At least 10 years of experience working in EbA projects
  • Strong oral and written communication skills in English
  • Experience as a proposal designer is an advantage
  • Critical thinking and problem solving
  • Ability to work under pressure and tight deadlines
  • Excellent decision-making and leadership capabilities
