- GIZ is recruting (1) Energy Advisor for GET.Transform Programme based in Maputo, Mozambique
Closing data for applications: 13.01.2025 Universal access to modern and sustainable energy – a prerequisite for economic growth and poverty alleviation – is not yet achieved in Mozambique. Making use of the great potential for renewable energy and developing a corresponding conducive business environment and overcoming existing regulatory and financial challenges can pave the way to achieving SDG 7 and SDG 13 including positive impacts on the environment, climate, and a green and resilient economy
- The Global Energy Transformation Programme (GET.pro), implemented by GIZ, is a European multi-donor platform delivering on international energy and climate goals. GET.pro in coordination with the EU Delegation in Maputo has designed a dedicated country window to support energy sector development in Mozambique over a period of three years
- To this end, the GET.transform instrument will be consolidated in Mozambique building on the first four years of implementation to provide technical assistance to the public sector on long-term energy planning, on- and off-grid regulation and market development as well as renewable energy grid integration.
GET.transform is looking to fill a Energy Advisor position to implement and coordinate activities to support public sector partner institutions such as the Ministry of Mineral Resources and Energy (MIREME), the Energy Regulation Authority (ARENE), the utility Electricidade de Moçambique (EDM) and the National Energy Fund (FUNAE), or others. The Energy Advisor will work directly with the Country Window Coordinator for Mozambique and in close coordination with the GIZ Energy and Climate Programme, the EU-Delegation and other donors, partner institutions form the Mozambican government and other key stakeholders and will be a member of the highly motivated and agile global GET.pro team. The position provides the opportunity to undertake a highly impactful assignment, and the ability to network with multiple stakeholders in an exciting market environment. The position includes coordination with the GIZ Energy and climate Cluster.
The position is based in Maputo, Mozambique. Travels within Mozambique, the South African Region and to Europe are foreseen
Duties
Core Tasks
- Implement and coordinate activities within the GET.transform programme, ensuring strategic alignment with GET.transform objectives, with a focus on supporting public sector institutions such as the Ministry of Mineral Resources and Energy (MIREME), the National Energy Regulatory Authority (ARENE), the Electricidade de Moçambique (EDM), and others
- Identify and assess needs of public sector partners in Mozambique, providing expert advisory to develop strategies for addressing key areas like energy planning, renewable energy grid integration, regulation, and market development
- Collaborate with local and international partners, including GIZ Mozambique, the EU Delegation, the Mozambican government, and other key stakeholders to deliver GET.transform service packages, ensuring that activities complement the GIZ regional cluster's efforts
- Coordinate with HQ and design technical assistance assignments for international consulting teams, preparing and reviewing terms of reference, evaluating consultancy outputs, and ensuring delivery of high-quality services
- Represent GET.transform at national, regional, and international conferences, workshops, and seminars, positioning the programmes as thought leaders in the energy transition space
- Engage stakeholders such as MIREME, ARENE, EDM, and international organizations to support energy transition goals within GET.transform’s scope, especially on long-term energy planning, market development, and grid integration
- Manage events such as workshops, seminars, and training sessions that facilitate knowledge sharing between government, industry, and other experts
- Monitor and evaluate project activities and report progress, contributing to dissemination efforts, and ensuring compliance with programme standards
- Collaborate with colleagues from GET.pro, GET.invest, and the GIZ Mozambique Energy and Climate Cluster/Programme to align project objectives and support the broader regional energy transformation strategy
Main Activities
- Develop and execute action plans aligned with the strategic objectives of GET.transform in Mozambique
- Work closely with supported renewable energy associations and other partners to deliver service packages like finance mobilization initiatives and energy policy reforms
- Oversee internal and external communication for the programme, ensuring adherence to branding and communication standards
- Provide strategic guidance and technical assistance to key stakeholders in energy policy, regulatory reform, and renewable energy investment promotion
- Facilitate cooperation with other GIZ initiatives and maintain close coordination with the global HQ teams of GET.pro
- In cooperation with the country window coordinator, manage administrative, logistical, and content-related aspects of events and workshops held in Mozambique
Requisites
- A university degree at the post-graduate level in Engineering, Law, Economics or Environmental Science or any other related science with a focus on the environment and/or sustainable energy that is equivalent and relevant to the nature of the assignment
- Minimum 5 years of relevant work experience in sustainable development and/or sustainable energy
- Experience in working with government regulatory bodies, IPP project developers, industry associations, consulting firms, and/or development agencies
- Project management experience including activity planning, procurement, and experience in management of expert assignments
- Interdisciplinary mindset with a proactive drive to identify and solve challenges
- Desired knowledge and experience in regulation and market development (e.g., for grid-connected IPPs and/or mini-grids), long-term energy planning, and renewable energy grid integration
- Excellent networks and relationships with stakeholders involved in sustainable energy in the region
- Proven ability to work with a range of stakeholders, including governments, private sector, financiers, and non-profit organizations
- Excellent writing and communication skills
- Experience working in Africa, specifically in Mozambique and/or the South Africa region
- Fluency in English and Portuguese are a must
