WCS is recruiting an Environmental and Social Management System and Monitoring & Evaluation Manager (m/f), to be based in Nacala, Mozambique.
Description
- WCS established a program in Mozambique in 2012 and its primary objectives are: i) increase the protection of Niassa National Reserve and improve the conservation status of its elephants through co-manage of the Reserve; ii) strengthen national-level protected area management by helping to improve policies and reinforcing the government’s ability to implement wildlife crime legislation through strategic engagement with government agencies in Maputo; iii) reconcile economic development with biodiversity conservation; iv) support conservation of key marine species and their habitats, contributing to climate resilience and the livelihoods of the coastal communities depending on services provided by coastal and marine ecosystems.
WCS has signed several agreements with the Government of Mozambique: i) an agreement with Administração Nacional para Áreas de Conservação (ANAC) to co-manage Niassa Special Reserve for a period of 20 years; a Memorandum of Understanding (MoU) with the Ministry of Land and Environment to support the conservation, protection and sustainable management of Mozambique's biodiversity, including priority species, ecosystems and the services they provide, contributing to improving the livelihoods of local communities and reconciling sustainable economic development with biodiversity conservation; iii) a MoU with the Ministry of Sea, Inland Waters and Fisheries to support the conservation, protection and sustainable management of marine biodiversity
- Through a partnership established between WCS, the Mozambican Oceanographic Institute (InOM), Ajuda de Desenvolvimento de Povo para Povo (ADPP), Department of Biological Sciences of the University Eduardo Mondlane (DCB-UEM), Associação para o Meio Ambiente (AMA), ProAzul trust fund and the Foundation for the Conservation of Biodiversity (BIOFUND), Memba and Mossuril coastal Districts in the Nampula Province (northern Mozambique) were selected for the development and implementation of an innovative Ecosystem-based Adaptation (EbA) project, focused on protection and improved management of priority coastal ecosystems, benefiting the communities which depend on the services they provide. This stretch of coastline is very important for biodiversity and has been identified by different initiatives as an area needing protection. It is also an area that has been overfished, with many fishers migrating to the north and south, increasing the fishing pressure in the protected areas of Quirimbas National Park (QNP) and Primeiras and Segundas Environmental Protection Area (PSEPA.) Some of the main drivers of threats in this area include high poverty rates and lack of opportunities for local communities
- The project is called “Building a Blue Future for Ecosystems and People on the East African Coast - Construindo um Futuro Azul para Ecossistemas e Pessoas na Costa Leste Africana” (BBFEP), and is mainly funded by the Blue Action Fund with co-funding from several other donors such as Oceans 5, Margaret A. Cargill Philanthropies (MACP), among others. The project aims to achieve the following results and products:
- Outcome 1. Improved resilience of climate-relevant ecosystems through increased protection and management
- Output 1. Improved resources, instruments and capacities for the management and sustainable use of a Marine Protected Area
- Output 2. Degraded coastal ecosystems, particularly relevant to climate change adaptation, rehabilitated
- Outcome 2. Improved resilience and enhanced livelihoods of the most vulnerable communities
- Output 3. Promoting climate resilience and sustainable livelihoods
- Output 4. Improved knowledge, expertise and capacity of relevant national agencies to use EbA approaches for climate resilient coastal zone management
- Blue Action Fund required the development of an Environmental and Social Management System comprised of several safeguards, which are aligned with World Bank’s Environmental and Social safeguards. In addition, there is also the need to follow-up actively the activity implementation, continuously updating the indicators’ progress. In this context, WCS is now seeking a full-time Environmental and Social Management System and Monitoring & Evaluation Manager (ESMS and M&E Manager) for the BBFEP project
- Under the supervision of the Project Coordinator and in collaboration with the WCS Africa and Global Rights + Communities Teams, the ESMS and M&E Manager has the responsibility for the planning, implementation, monitoring and reporting of all ESMS activities, and for the Monitoring & Evaluation of the project. The ESMS and M&E Manager must guarantee compliance with the Environmental and Social Management System (ESMS) and the Security Management System (SMS), updating these as per project agreement requirements and whenever needed. Monthly reporting on project indicators progress and communication with site-based staff, partners and authorities are required, including regular interaction with WCS MZ’s communications manager to share the progress on the compliance with project indicators. This position will be based in Nacala, where WCS’s project office is located, and will travel regularly to Memba and Mossuril Districts. Regular Trips to Maputo are also expected with some frequency

- Country Program/Sector: Mozambique, Eastern Africa and Southern Africa, Madagascar & Western Indian Ocean Region (EAMWIO)
- Internal liaison: WCS Mozambique Marine Program Director, WCS Mozambique Financial Manager, Project Coordinator, Projects Assistants, Administrative and Financial Assistant
- Expected travel: Approximately 50% as required within the Nampula Province (especially in the Districts of Mossuril, Memba and Nacala), Maputo and other regions of the country when necessary
Duties
- Coordination and implementation of the Environmental and Social Management System for the project “Building a Blue Future for Ecosystems and People on the East African Coast”
- Annual planning and supervision of ESMS activities in collaboration with the Project Coordinator and WCS’s Marine Program Director for Mozambique
- Coordination of the implementation of the Environmental and Social Management Plan, verification of the compliance of the associated environmental and social safeguards, which include the following annexes that are also stand-alone documents:
- ANNEX A – Stakeholder Engagement Plan (SEP), including Grievance Mechanism
- ANNEX B – Preliminary Process Framework for Access Restrictions
- ANNEX C – Environmental and Social Code of Practice (ESCOP)
- ANNEX D – Chance Find Procedure
- Liaise with site-based staff, subgrantees and pre-approved subcontractors regularly, overseeing the implementation of their activities according with the ESMS and its social and environmental safeguards and also the Preliminary Security Management System
- Regular update and improvement of the ESMS as per the project agreement requirements
- Implementation and regular improvement of the Preliminary Security Management System
Environmental Safeguards
- Assist the team and partners in guaranteeing that the activities are implemented in compliance with the approved ESMS, providing all the required support to avoid any sort of environmental impacts resulting from the project
- Liaise, as necessary, with District, Provincial and National Environmental Authorities
- Monitor the effectiveness of the project’s environmental safeguards mechanisms according to the indicators provided by the Global and Africa/Regional ESMS Team Leads
Social Safeguards
- Assist the Team in rights-based approaches to conservation, including implementing a process similar to a Free, Prior, and Informed Consent (FPIC) process, as stated in the project’s ESMS safeguards
- In collaboration with the project Coordinator, Global ESMS Lead and Regional Safeguards Lead implement the project’s Preliminary Process Framework, update at the final of Year 1 as per the approved ESMS and develop the final Process Framework at the end of the project
- Assist the partners in implementing appropriate socio-economic surveys, in compliance with ethical review board processes
- Monitor the effectiveness of the project’s social safeguards mechanisms according to the indicators provided by the Regional Safeguards Lead
- Regularly train the site-staff and partners on human rights
Grievance Redress Mechanism
- Oversee the implementation of the GRM and adapt the GRM on the basis of lessons learned during the project implementation
- Work closely with the Regional Social Safeguards Coordinator to identify and train GRM staff on GRM procedures, and delegate GRM responsibilities appropriately
- Ensure extensive coordination with partners throughout the GRM implementation phase
- Provide operational oversight (including workplans and quality control) of the field implementation team for the GRM
- Ensure regular and timely reporting and coordination on the GRM with the Project Coordinator
- Record, report and disseminate lessons learned from the roll out of the GRM
Gender
- Support the socio-economic partner on the design of a gender strategy that incorporates gender-responsive approaches to the project
- Ensure active participation and equal access of women and men to project benefits and decision-making processes, including FPIC and the GRM
- Mainstream gender throughout site-based staff
- Conduct gender analyses for funding requirements
- Work closely with the site-based staff and partners on ensuring that a gendered lens is incorporated into all community engagement and research activities
- Advise Project Coordinator on steps to be taken to incorporate appropriate gender-responsive and gender-sensitive approaches in all projects and programs
Monitoring & Evaluation
- Select the software and design a matrix to monitor the progress and success of project implementation, using the indicators that have been selected for the project logframe; this should be used as a reference for the development of the matrix
- In collaboration with the Project Coordinator and the Marine Program Director, select by which methods each indicator will be measured
- Measure the achievement of milestones and targets against the project indicators
- Develop monthly reports with the M&E results, documenting it through photos, videos, signatures, etc.
- Collaborate with the Project Coordinator on the development of the 6-month and final reports
- Develop a questionnaire which can be used to measure the level of satisfaction by project beneficiaries and liaise regularly with them to determine their level of satisfaction
- Communicate regularly with partners and local authorities to provide feedback on project progress
- Collaborate with the Communication Manager to share the project’s progress and results
- Other:
- Represent WCS in a fit and appropriate manner
- Any other relevant task requested by the Supervisors
Requisites
- Post graduate qualification in environmental or social sciences (such as environmental management, International Development Studies, Human Rights, Gender Studies, Human Geography, Conflict Mitigation, Natural Resource Management, or law) preferred
- At least 3 years of experience implementing and monitoring programmes/projects especially as it relates to environmental and social safeguards
- Experience leading successful collaboration with communities
- Qualifications and experience implementing gender-mainstreaming strategies in Mozambique
- Working capacity in Portuguese and English. Ability to communicate in eMakuwa will be an advantage.
- Solid computer skills with respect to e-communication and MS Office Tools or equivalent
- A very high level of integrity, honesty and responsibility
- Excellent communication skills, both written and verbal and proven ability to work as a team player
- Ability to work consistently, with energy and positivity and constructive attitudes
- Strong sense of responsibility, ability to perform effectively under time pressure
- Experience working and living in remote locations in developing countries and ability to deal with basic living conditions
- Ability to travel frequently
