Cardno Emerging Markets (UK) Ltd is currently looking for a full time technical assistant for 5 years in Maputo, Mozambique.
Duties
- The Finance Manager - Food Security and Nutrition will be responsible to manage finance of this Food Security and Nutrition programme
- This will include setting up systems and procedures for the effective and efficient management of programme resources compliant with EU rules, processes and regulation, and provide administrative, preparatory and ancillary tasks relating to planning, monitoring, reporting on programme components, procurement, and financial management
Requisites
- Portuguese mandatory, experience with IFAD, FAO, WFP, experience with EU mandatory, previous experience linking finance, outputs and results, and robust experience of MIS strongly preferred
- Post graduate university degree in finance, accountancy, an MBA or similar diploma
- Excellent analytical and communication skills (writing and speaking Portuguese and English) and the ability to produce high quality financial report in a timely fashion
- Must be computer literate and highly proficient in ICT, Management Information System
- Ability to work with flexibility, efficiency, enthusiasm, and diplomacy both individually and as a team member
- At least 7 years post-qualification experience at a senior level in finance, project cycle management, aid planning and administration
- At least 7 years work experience in programmes focusing on financical management, auditing, accountancy, capacity building, institutional strengthening and training of local counterparts
- At least 5 years work experience in Mozambique, East Africa and/or the Indian Ocean
- At least 5 years’ experience in the application of EU programming modalities and procedures (EDF and/or EU Budget) and the management of EU-funded programmes - implementation stage
- Experience and knowledge of WFP, FAO and IFAD financial management system and familiarity with UN rules and regulations
- At least 3 years’ experience operating a financial management or management information systems and databases
