Oxfam is recruiting a Fundraising Coordinator (m/f), to be based in Maputo, Mozambique.
Description

  • Locations – To be based in Maputo/Serves whole country program
  • Job Purpose: To monitor quality of proposal development and consistency with institutional and non-institutional donor’s requirements; support program teams and country office in planning, securing and effectively managing donor funds
Duties
Design, implement and update Mozambique donor map and funding strategy 10%
  • Conducts in-country intelligence gathering on funding trends, development of donors interests, as to build sustainable funding base for Oxfam’s program going forward
  • Conducts donor research/mapping (including private sector and philanthropies) to identify donors and create new and innovative funding opportunities in line with Oxfam country strategies
  • Feeds into regional planning, including regional strategy development, regularly informing/communicating with teams on new fundraising opportunities and expected calls
  • Build networks within Oxfam confederation and with outside experts within the Southern Africa region and globally. Gather relevant information from these networks on funding trends
  • Any other interventions as assigned by the Country Director relative to the key duties
Support the country program team in the development of quality concept notes, proposals and report writing 40%
  • Keeps program staff informed about upcoming funding opportunities and shares funding and collaboration opportunities
  • Coordinates the development of timely quality concept notes and project/program proposals and monitors to ensure Oxfam standards and donor guidelines are followed
  • Develops the bid plans for each proposal development to ensure timely involvement of contributors and a realistic sign-off process Ensures implementation of OI Institutional funding group guidance
  • Coordinates donor audits and evaluations
  • Maintains financial information systems and registration of agreements with donors, either manually (hard copies) and electronic (systems/Oxfam tools)
  • Records revenues, monitor donor payments and any necessary follow-up. Follow up the reimbursement process and obtain all donor approvals, according to the Oxfam Financial Guidelines
  • Monitors that the need for gender equality is fully reflected in program design and in proposals. Liaise with the Gender Advisor to ensure that the specific needs of women and girls are accounted for in other aspects of the program
New business development and Relationship Management 20%
  • Coordinates the negotiation of contract with donors in accordance with the relationships management guidelines with donors in country, in coordination with CD
  • Identifies and foster strategic partnerships, coalitions, consortia and affiliate engagement that may result in joint program funding opportunities
  • Prepares and share with the CD regular updates on top-line income status of the country in terms of (a) secure income for current year, (b) secure income for future years, and (c) proposals in the pipeline (which covers likely and possible)
  • Advise the CD and the program team on ways to ensure effective management of donors contracts and related risk management procedures
  • Proactive relationship building with donors in coordination with CD and Head of Programs and EA, Funding Coordinator and other program colleagues, including involvement/engagement in donor fora
Staff/partner Capacity Building 30%
  • Trains and update staff and partners about the relevant Donors requirements
  • Provides induction to Oxfam staff and partners organization on donor guidelines and regulations and monitors that these are practiced
  • Develops and implements a detailed plan for building the funding capacity of staff and partner organizations, especially in proposal writing and donor mapping. This will include needs assessment, capacity building approach and delivery plan including tools and methodologies, performance standards, and evaluation approach
Requisites
  • Degree in an area relevant for the position (International relations, development or social sciences, economics, Business Administration and other related areas)
  • Sufficient knowledge of Oxfam’s priorities and development and humanitarian program work
  • Knowledge of donor environment, understanding of funding issues in relation to NGOs work in emergencies and development
  • Experience in forecasting and plan income
  • Project Management skills in order to act within deadlines
  • Fluency in English including excellent written English skills
