ICMA provides technical assistance to local governments in emerging democracies, helping them to develop professional practices and ethical, transparent governments. ICMA performs a wide range of grant and contract funded work both in the U.S. and globally, supported by federal government agencies, foundations, and corporations.
ICMA is expressing interest in a Geographical Information Systems Expert for a USAID funded program in Mozambique. The Coastal City Adaptation Program (CCAP), is a five-year program is designed to increase urban coastal resiliency to climate change by incorporating climate change into urban planning processes and undertaking adaptive measures in response to capacity building activities, performance-based incentives and public advocacy in targeted municipalities.
Duties
- Provide information and resources to City departments and divisions in their implementation of GIS
- Participate in the development and implementation of goals, objectives, policies and priorities for the GIS division
- Assist in monitoring, evaluating, and improving the efficiency and effectiveness of service delivery methods and procedures
- Assist in training City staff in the use of GIS
- Collect and enter raw data into the GIS system
- Assist in the development of standards and operating procedures, including software and hardware, under the guidance of the GIS Coordinator
Requisites
- Bachelor’s degree in GIS, Geography, Computer Science, Engineer or related field
- Professional specialization in climate change adaptation issues from a developmental point of view will be a distinct advantage
- Minimum 5 years of experience in the mentioned field
- Local government experience preferred
- Fluent in Portuguese and English
