SDO Moçambique is recruiting a Project Financial Manager (m/f), to be based in Maputo, Mozambique.
Description
- The Project Financial Manager shall work at the UNGP, reporting directly to the Country Project Coordinator and shall be responsible for financial management, procurement and administrative tasks related to the PFER implementation
Duties
- Develop and implement appropriate financial and accounting systems for the project to meet the requirements of the Financier and Government at UNGP
- Lead the accounting activities at UNGP level
- Together with the Project Accountant process project payments through project bank accounts and e-SISTAFE
- Develop annual work-plan and budget in close collaboration with the Project Coordination Team at UNGP level, taking the lead role in the financial plan and budgets and ensuring that the assumptions, parameters, guidelines and policies in planning are complied with
- Develop Funds Flow Projections in collaboration with the Project Coordinator and the Procurement Specialist at UNGP level
- Prepare withdrawal applications for the submission to the Financier in line with its requirements
- Prepare monthly bank reconciliations of all Bank Accounts, including the Single Treasury Account (CUT) in e-SISTAFE and perform the Designated Account Reconciliation
- Establish and improve the internal control systems (goods, services, assets and works) and verify that the accounting controls are put in place at all levels including appropriate segregation of duties
- Monitor financial disbursements and all administrative procedures in line with the the Financier and Government requirements
- Compile and consolidate accounts and prepare unaudited/draft Project financial statements in preparation for annual audit for each Fiscal Year as provided for in the financing agreement
- Update the Financial Management Manual to reflect any changes in financial management requirements and the needs of the project and train project staffs in financial management procedures and requirements of the project
- Ensure the timeliness of required financial reports (including Interim Financial Reports) to the Financier and Government on a regular basis
- Ensure that the accounting software and financial records are adequately backed-up
- Provide orientation and on-the-job-training to upgrade performance skills of the project staff at UNGP level on all project related financial system such as disbursement and procurement process as per the the Financier procedures and guidelines
- Ensure compliance with the the Financier and Government standards and procedures, related to disbursements, Special Accounts, Expense Statements (Statement of Expenditure - SOE), the Financial Monitoring Reports (Financial Monitoring Report - FMR), the Special Commitments, etc.
- Review and monitor project performance and make recommendations to improve performance in relation to Financial Management
- Maintain and control the contacts with external and internal auditors based on the exchange of correspondence, as well as any other issues that may arise
- Perform all other relevant tasks as directed by the Project Coordinator
Requisites
- Postgraduate degree in Economics, Accounting and Finance and Business Administration, or another closely related area. It is considered the degree of Post-Graduation in the same areas
- An internationally recognized accounting certification will be considered an advantage
- Instead of a master's degree, the candidate must have an internationally recognized financial certification or accounting or at least five additional years of experience above the minimum required in the Professional Experience
- Minimum of 10 years of progressively responsible experience in financial management, accounting and / or auditing in the public or private sector
- Demonstrable knowledge of public finance management, applicable accounting laws and regulations in Mozambique, including experience with e-SISTAFE
- Demonstrable experience in financial management and accounting in the context of projects funded by multilateral development banks, UN organizations, bilateral institutions and other international financial institutions will be an asset
- Languages: Oral and written fluency in Portuguese and English.
- Computer literacy: Proficient user of common office computer packages, including good knowledge of spreadsheets
- Demonstrable experience in the use of accounting software packages is a requirement
