Land O’Lakes is recruiting a Grants and Procurement Specialist, to be based in Chimoio and Beira, Mozambique.

- Mozambique Expansion of Rural Cattle and Dairy Opportunities (MERCADO) is a five-year $20.8 million dairy development project that will substantially increase the agricultural productivity and expand the potential for trade among 10,000 direct beneficiaries, including smallholder farmers, mini-agribusinesses, processors, feed manufacturers, cooperatives and commercial breeders; MERCADO will build on the successful work and infrastructure developed through past USDA investments in both Manica and Sofala provinces to further catalyze private sector investments across the dairy value chain
- The program will employ a co-financing approach with private sector partners to leverage USDA grant funding and private sector investments across the dairy value chain
Duties
- The Grants and Procurement Specialist is responsible for execution and management of grants and contracts, through the full lifecycle from solicitation to close-out
- These grants and contracts will support implementation of Activity 1: Financial Services: Facilitate investment in Dairy Herd Restocking and Activity 2: Financial Services: Facilitate investment in the dairy sector via Innovation Fund
- The position will work and collaborate closely with the business team to issue $3.7 million worth of grants from the Dairy Herd Fund and the Dairy Innovation Fund
- This position will follow the Land O’Lakes ID sub award process to ensure proper management of subaward files, and proper monitoring and management of grantee performance including compliance with the terms and conditions of their sub awards
- In addition, this position will follow the Land O’Lakes procurement process to competitively issue activity related contracts for program related procurement such as cattle importation and farm and dairy equipment
- The Grants and Procurement Specialist will liaise regularly with the Land O’Lakes HQ Grants Specialist to ensure Land O’Lakes sub award and procurement processes are followed and that sub awards, grants and related documentation and approvals are entered electronically into Cobblestone
- Coordinate and collaborate with the Chief of Party, Deputy Chief of Party, Contracts & Compliance Department and Program Management Department to execute field implementation of grants and contracts in accordance with the subaward component plan and Life of Project workplan
- Assist in the development of subaward solicitations (RFAs), including drafting scope and specifications
- Participate in subaward selection process as needed
- Conduct sub award due diligence, collect supporting documentation, and ensure all supporting documentation is on file
- Draft sub awards such as: in kind grants, fixed amount grants and cost reimbursable grants using Land O’Lakes’ award management system
- Provide administrative management of grantees through the full grant lifecycle, ensuring compliance with the purpose and terms of their respective grants, as part of a cross-functional field team
- Procure project activity related equipment, supplies and livestock (e.g. cattle imports, farm equipment, etc.)
- Draft contracts and purchase orders and ensure selected vendor understands the terms and conditions therein.
- Adhere to all Land O’Lakes procurement policies and standard operating procedures, ensuring full and open competition and compliance with USDA procurement rules and regulations.
- Engage the expertise of technical staff on the MERCADO team to develop RFP specifications, analyze bids, and facilitate importation, logistics and/or installation, as well as ensuring ability of final recipient’s ability to use, maintain and account for property
- Ensure all required field data is collected, delivered to M&E and processed; ensure required reporting is carried out on weekly, monthly, quarterly etc. as may be required
- Contribute to the Following Activities: Achieve annual and life of project milestones and output goals in all activities as detailed in the work plan

- Number of individuals receiving financial services as a result of USDA assistance
- Value of new public and private sector investment leveraged by USDA assistance
- Number of public-private partnerships formed as a result of USDA assistance
- Number of new loan products developed to target the dairy industry
- Value of grants provided
- Reporting & Supervision: This position reports to the Deputy Chief of Party, second level to Dairy Services Business Manager and is supported remotely by the HQ Program Management and Contracts & Compliance teams
Requisites
- Degree in business management, economics, finance or accounting, rural development or related field
- Minimum 3 years of grants management and procurement experience, preferably on U.S. Government funded programs
- Experience managing and monitoring sub grantees and implementing partners
- Experience in creating and managing grants and procurement records both electronically and in hard copy
- Strong written and oral communication skills
- Excellent computer skills in Microsoft programs
- Ability and willingness to work occasional long hours and travel to the field as required, and
Professional proficiency in Portuguese and English required
- Ability to establish priorities and to plan, coordinate and monitor tasks
- Ability to proactively work as a team member and independently, with minimal day-to-day oversight
- Strong interpersonal skills, self-motivated and results-driven with ability to effectively build and manage networks and relationships for program promotion and issue-resolution
