DAI is recruiting a Grants and Subcontracts Officer (m/f), to be based in Maputo, Mozambique.
Description
  • The Grants and Subcontracts Officer is responsible for supporting the compliant procurement, awarding, management and implementation of SPEED program grants and technical activity subcontracts with Mozambican firms, organizations, associations, and companies. The Grants and Subcontracts Officer will support and verify that all awards comply with USAID procurement and grants-under-contract regulations, as well as DAI policies and procedures, the approved project Grants Manual and any other relevant policies and procedures
  • The Grants and Subcontracts Officer will support the SPEED program Grants and Subcontracts Manager and the technical staff to engage a strategic range of local partners through a variety of mechanisms (e.g. contracts, grants, internship agreements, memoranda of understanding, etc.). They will also assist the SPEED program technical staff to identify and vet potential partners and, as appropriate, assist partners to comply with applicable USAID and SPEED program requirements to participate in grant or subcontract activities. Responsibilities also include maintaining implementation trackers, working with technical colleagues to track procurement needs under different activities; and support to MEL colleagues with documentation and reporting
Duties
Grants
  • Support the development of the SPEED program Grants Manual
  • Regularly update and maintain the SPEED program grant tracking and management system that provides easy access to information on the awards, budgets, implementation and close-out processes
  • Work closely with operations team to carry out relevant financial and administrative procedures
  • Support the evaluation process for grant applications including the initial screening, formation of the selection committee, and cost analysis
  • Support the fine tuning grant applications to ensure activities meet program objectives
  • Support the completion of all required documentation for grant approval requests
  • Support the Grants and Subcontracts Manager to monitor grantee performance closely to ensure that deliverables, milestones, and expectations are met and are of high quality
  • Monitor and verify that grant implementation is in compliance with the SPEED program Grant Manual and any other relevant policies and procedures
  • Close out grants in compliance with project policies and procedures, collecting and filing signed closeout letters, final reports, and any other specified final deliverables according to the latest checklist/guidance available in the Field Operations Manual
  • Support the Monitoring and Evaluation Manager to capture grantee results
  • Support regular spot audits of grant files to ensure completeness, accuracy, and compliance
Technical Activity Subcontracts
  • Support the development of the SPEED program Local Partner Plan
  • Work closely with operations team to coordinate all required financial and administrative procedures
  • Support development of Requests for Proposals for selected activities
  • Support evaluation process for subcontractor responses to Requests for Proposals, including the initial screening, formation of the selection committee, and cost analysis
  • Support the completion of all required documentation for approval of sub-contracts
  • Support the Grants and Subcontracts Manager to monitor subcontractors performance closely to ensure that deliverables, milestones, and expectations are met and are of high quality
  • Regularly update and maintain a technical activity subcontract tracking and management system that provides easy access to information on the awards, budgets, implementation and close-out processes
  • Support the Monitoring and Evaluation Manager to capture subcontractor results
  • Support regular spot audits of subcontract files to ensure completeness, accuracy, and compliance
Requisites
  • B.A. Degree in Accounting, Finance, Business Administration, or equivalent is preferred
  • One to three years of experience in a related role required
  • Experience implementing grants for USAID projects, preferred
  • Knowledge of the U.S. Federal Acquisition Regulations (FAR), USAID Acquisition Regulations (AIDAR), and USAID Automated Directives System (ADS) is preferred
  • Demonstrated strong problem-solving skills; provides sound business judgement and contractual oversight
  • Excellent organizational skills with a willingness to take initiative and be proactive in supporting a grants and local subcontracts program
  • Proficiency using Microsoft Office suite, and other relevant software
  • Must have English and Portuguese language proficiency, verbal and written
