TechnoServe is recruiting a Human Resources Consultant (m/f), to be based in Maputo, Mozambique.

- TechnoServe in Mozambique is known for creating lasting impact in the value chains of cashew and poultry, though we've also worked in agro-forestry, seed systems, horticulture and access to finance. We work with corporate partners to promote investments in key industries and build local supply chains for sourcing, as well as public sector partners to build capacity to regulate and promote growing industries. Our goal in the next 10 years is to scale our impact through leveraging and sharing knowledge and build new partnerships in order to catalyze further change
- The Human Resources and Administration Consultant will report directly to the Operations Director and will assist with Technical advising for the department and all other areas in TNS
Duties
The main HR activities for this period of work are:
- Lead all recruitment processes and selection of new staff for TNS by supporting the Program Directors with the preparation of terms of reference, publication of vacancies (internal and external) interviews, requests for reference, and salary offers, making sure to follow the compliance required by TNS HR Policies
- Ensure proper filing of all HR processes and other statutory documentation
- Ensure adequate training in procurement procedures for all staff in all field offices
- Conduct new hiring guidelines, including training on sexual harassment and other topics, as needed
- Ensure that all new hires are entered into the ULTIPRO system on the date of hiring and the employees' departure is terminated from ULTIPRO with the correct reason on their last day of work
- Ensure the updating and standardization of all terms of reference in consultation with the Program Directors
- Manage the updating of employees' personal files and ensure that everyone has complete documents
- Ensure that all employees receive TNS policies for 2020
- Follow up the employees' internal manual with the Regional Human Resources Manager and HQ, and ensure that all employees receive it, after translation and sending to the competent authorities for validation
- Provide all work/residence permits for expatriate workers or third-country nationals and renew the existing work permit
- Be in constant contact with the Regional Human Resources Manager, to ensure that all activities are aligned with our HQ
- Lead disciplinary processes and staff complaints, by following TNS policies and Mozambican labor law
- Manage and administer the local benefits program, for example medical coverage, pension system. Act as a liaison between local employees and the corporate benefits manager
The main administrative activities for this period of work are:
- Be the point of contact in accident/incident situations during working hours and/or when using TNS means of transport
- Management of Head Office (archive of documents, manage services providers, file statutory documentation, file award documentation), and provide support to the regional administration officers
- Manage office logistics (drivers, travels arrangements etc.)
Requisites
- Necessary skills and experience:
- University degree or any related area; (Bachelor of Human Resources, Organizational Psychology, Social Sciences, Labor Law). The possession of a master's degree in a relevant field or other qualification / certification of Human Resources is an additional advantage
- 5 - 8 years of experience in Human Resources management
- Strong administrative and HR skills
- Results oriented, able to deal with several priorities simultaneously
- Ability to work with substantial autonomy
- Excellent oral and written communication skills in Portuguese and English
- Strong interpersonal skills
- Knowledge of Microsoft Excel, Word and Outlook
