Feed the Future Value Chain

Feed the Future Value Chain is recruiting a Human Resources (HR) and Office Manager, to be based in Maputo, with periodic travel to Nampula and Chimoio, Mozambique.
Description
  • The USAID Feed the Future Mozambique INOVA program was executed by DAI and USAID on February 22, 2017. The five-year, $20.9 million project, funded by USAID, will work to increase equitable, pro-poor agricultural growth by linking private and public actors to create more effective value chains in high-priority sectors
  • INOVA will take a flexible, portfolio-based approach, adapted from the finance industry, to identify value chain development opportunities that would benefit smallholder farmers and women, and then use technical assistance and project funds to buy down risk and scale up innovative inclusive growth activities
  • The project has three components: analyzing value chains, developing value chain work plans, and gathering and utilizing learning throughout the process
  • Overview: The Human Resources and Office Manager will oversee human resources and ensure general office facilities management for Maputo, Nampula, and Chimoio offices for the INOVA project
  • Supervisor: Finance and Administration Director
Duties
  • Actively oversee all human resources operations on the project, including recruitment, hiring, employee on‐boarding, staff orientation, performance reviews, and disciplinary action in compliance with USAID rules and regulations and DAI policies as described in the project Field Operations Manual (FOM) as well as all local labor laws
  • Oversee facilities management of the Maputo, Nampula, and Chimoio offices, including coordinating equipment maintenance with the relevant departments, managing the procurement of office supplies, travel logistics, and other operational needs
  • Facilitate recruitment and hiring process by advertising vacancies, shortlisting resumes, scheduling and observing interviews, collecting required documents, checking references, and verifying salary history
  • Ensure staff compliance with timekeeping policy and recordkeeping
  • Ensure project assets and inventory is tracked, up to date, and accurate per FOM
  • Lead local compliance processes with regards to labor law, including short term work permitting, and support any registration or operating compliance requirements in conjunction with the Finance and Administration Director
  • Manage the preparation of employment agreements for staff
  • Train supervisors charged with conducting evaluations of staff members in their units and monitor compliance with the process
  • Mitigate and resolve human resource conflicts and issues, seeking assistance and guidance from the Finance and Administration Director or other senior staff members as needed
  • Maintain the Human Resources Management and relevant Administration and Operations sections of the INOVA Field Operations Manual, ensuring updates as needed
  • Ensure all personnel files are up to date and have all required documentation in hard copy and in TAMIS for all long-term and short-term project staff
  • Coordinate and facilitate training plans and programs according to identified needs and/or requirements
  • Be responsible for overall maintenance, office security and insurance of all INOVA office facilities including inspection of physical premises and quality control of all maintenance, assigning office space to new employees, visiting DAI employees and consultants as needed
  • Work with Chief of Party to fill surge capacity technical needs, including identifying and hiring long‐term and short‐term technical experts in a timely fashion
  • Collaborate with the Portfolio Managers to help them identify HR needs of INOVA partners including, training and staff development programs, draft SoWs, design and pilot reward and incentive programs as needed
  • Reporting: Trains, supervises, and mentors direct reports, including the Administrative Assistant, HR Assistant, and Drivers, planning, assigning, and directing work; appraising performance, and addressing and resolving problems
Requisites
  • At least 6 years of work experience in human resources, recruitment, office administration, and other relevant areas
  • Knowledge of local laws and USAID rules and regulations related to personnel management and compliance is preferred
  • Previous supervisory experience
  • Bachelor’s (Honours) degree in Human Resource Management or a relevant management field
  • Excellent writing, speaking, and reading skills in English
