Maryland is recruiting a Laboratory Technical Advisor (RTCQI), to be based in Maputo, Mozambique.
Description
- Under the supervision of the Country Representative/Project Director, the Laboratory Technical Advisor will be responsible for providing technical leadership and coordination for implementation of continuous quality improvement for HIV and other tests
Duties
- Plan, coordinate and deliver high-quality in-service training to laboratory staff and key training instructors/mentors at the national and provincial level, in coordination with MGIC country manager and partners at U.S. CDC, Mozambique Ministry of Health (MOH) and National Institute of Health (INS)
- Lead the process of elaborating the annual plan of activities for continuous quality improvement of testing, including budgeting in coordination with the Technical Working Group
- Prepare annual operational plans for implementation RTCQI activities
- Lead the process of developing policies and documents to improve the quality of rapid HIV testing
- Participate and advise on the review process of HTA instruments with regard to the laboratory component
- Lead the process of designing and reviewing the rapid HIV testing quality improvement training curriculum
- Oversee the implementation of provincial HIV rapid testing proficiency programs in coordination with the INS
- Compile the results of provincial HIV rapid testing proficiency panels and prepare a presentation to the central laboratory department
- Administer the rapid HIV testing quality improvement portal including user enrollment and withdrawal
- In coordination with the MOH and the provinces, conduct site assessments for site certification; coordinate and facilitate national and regional RTCQI training
- Organize and lead the meetings of the central TWG of quality improvement
- Participate in the revision of HIV rapid testing algorithm
- Monitor the flow of information districts to province and to national level
- Provide ongoing support to provincial quality improvement committees
- Support utilization of data for enhanced service coverage and quality improvement
- Monitor trends and shifts in data quality indicators to provide context for thorough situation analysis and intervention
- Supports the Director and Country Manager by providing written reports and data following in-country sessions, to support the development of annual, quarterly, and semi-annual reports to CDC
Requisites
- Minimum of Bachelor’s degree in Medical Laboratory sciences or Biomedical Sciences or other relevant field from a recognized University
- Individuals with a masters will have an added advantage
- Minimum three years experience implementing RTCQI
- Ability to work independently, under pressure while at the same time adhering to strict deadlines
