Logistics Assistant (Operations and LTSH)

The United Nations World Food Programme (WFP) in Mozambique wishes to recruit qualified and experienced Mozambican nationals for the role of Logistics Assistant (Operations and LTSH), to be based in Maputo.

Duties

Under the direct supervision of the National Logistics Officer and the overall supervision of the Head of the Logistics Unit, the Logistics Assistant will be responsible for the following duties:

  • Assist managing the WFP logistics operations and assets including warehouse staff of the Mozambique CO Southern corridor; and ensure the timely and cost-effective delivery of WFP cargoes
  • Regular Consolidation of the countrywide Logistics Delivery Plans based on the DDP on a weekly & monthly basis
  • Issue requests for transport, prepare cargo allocation plans, issue LTIs in line with the approved LDP and post related records in COMPAS system
  • Follow-up on daily loads and dispatches of WFP food and non-food items, and respond to any queries referring to cargo movements for the southern region of Mozambique CO operation
  • Regular monitor of the execution of DDPs, LDPs and LTIs; and Follow-up on Ad hoc requests and DDP adjustments
  • Timely process Wings commitments (POs) for the transport of food and non-food items, storage, cleaning & handling, including fumigation services for the Southern corridor
  • Review/analyze invoices, validate costs in Compas Invoice tool and ensure funds available for payment of services
  • Liaise with shipping and pipeline on all commodity arrivals; monitor ongoing shipments, track pipeline information, insurance claims and any other related commodity data
  • In coordination with Operation Manager, follow-up on deliveries by suppliers, clearing agents and supervise the WFP South Corridor warehouses activities; assess, monitor and report on all aspects related to quality, quantity and safety of the goods
  • Organise and participate on the WFP South corridor warehouse Physical Stock Inventory and ensure accurate and timely consolidated reports
  • Contact with transporters to allocate trucks, liaise with Cooperating Partners on cargo reception capacity
  • Provide Cost effective and timely dispatch of commodities from port, vessel discharge; and avoid transport and port demurrage
  • Follow-up with Superintendent to ensure timely submission of daily& final vessel discharge and cargo receipts at the warehouse level
  • Prepare and disseminate reports on the LTI completion, DDP consolidated delivery and cargoes delivery at the Health Centers
  • Liaise with transporters to ensure that they return the confirmation of delivery within 10 days after loading of cargoes
  • Monitor transporter performances and report on any discrepancies to the immediate supervisor
  • Support CTS CO staff whenever required or requested by direct supervisor (Waybill capture, create receipts, create Commodity Origin IDs and replications)
  • Provide support to the Cluster emergency operations and SLAs – request and follow up on customs clearance, port operations, transport planning and management
  • Perform other related duties as required
Expected Results
  • With initiative and judgment produces organized, accurate and well documented records with well analyzed data and addresses unforeseen situations seeking advice and guidance from supervisor, as necessary
  • May assign work to staff in lower grades
Requisites
Education
  • A 3-year post secondary school diploma in administration, logistics, supply chain management, accounting or Statistics and mathematics
  • Universal Degree in Accounting, Statistics, Mathematics or related fields would be an asset
Experience
  • At least 2 years of relevant experience in Logistics Management, finance, accounting, transportation and ancillary sectors: port operations, shipping, clearing and forwarding, air operations, large scale road/rail transport and distribution management
  • Experience in handling of web-based management systems
  • Experience utilizing computers, including good proficiency of SAP/WINGS, COMPAS, MS Word, MS Excel, MS PowerPoint and some knowledge of database packages
  • Excellent drafting ability in both English and Portuguese
Language
  • Excellent command of English and Portuguese is required
