Chemonics is recruiting a MACS Warehouse Management Software Advisor, to be based in Maputo, Mozambique.
Description
- Supervision: The MACS Warehouse Management Software Advisor will report directly to the Director of Information Systems and M&E
- Working Conditions/Duration of Assignment: This is a long-term position for the life of the contract based in Maputo, Mozambique
Duties
- Lead the GHSC-PSM Mozambique WMS MACS activities
- Supervise two MACS Associates based in the warehouses
- Provide continued support for the WMS MACS and serve as the main point of contact for communication with the MACS UK helpdesk
- Manage MACS and advantage database system infrastructure, servers, network, firewall, and wireless networks
- Manage the RF (Radio Frequency) hand-held scanners and equipment in the assigned warehouse
- Provide regular training to existing CMAM staff, new employees at CMAM warehouses, IT staff, Warehouse Staff, CMAM headquarters staff
- Promote the use of data to inform and guide decision making by continually identifying gaps and developing corrective actions as needed
- Document new feature and report feature requests and product ideas in the form of user stories
- Facilitate the collaborative development of user requirements, including business process mapping, developing use cases, and translating program needs into functional requirements
- Prepare general and technical requirements for WMS systems including reporting, technical, operational, security, performance and regulatory
- Complete or manage short-term technical assessments of MACS infrastructure, including but not limited to an analysis of the technical and operational interoperability with other logistics/health information systems (specifically Ferramenta Central data warehouse and business intelligence tool)
- In coordination with CMAM, develop technical manuals
- Actively support CMAM to strengthen MACS data quality
- Support CMAM to strengthen key performance indicators and use existing tools to gather data, monitor and evaluate the performance
- Work with CMAM/warehouse management in the use of data from the WMS for decision-making, especially in the use of existing reporting and the identification and specifications of new reporting
- Other duties as required by the Director of Information Systems and M&E
Requisites
- Bachelor’s degree in information technology or relevant field required
- Minimum of 5 years of relevant work experience designing and coordinating large-scale MIS programs required; Skilled in leading and managing IT projects
- Relevant experience specifically related to warehouse management systems and web-based systems strongly preferred
- Demonstrated experience in designing, managing, and implementing donor-funded MIS programs in developing countries or low-resource settings
- Experience working on a USAID or donor-funded project preferred
- Experience with CMAM supply chain and CMAM WMS preferred
- Relevant information technology certifications, as well as, project management
- Demonstrated leadership, versatility, and integrity
- Business analysis experience, to include requirements gathering, gap analysis, and process flow mapping
- Solid experience in IT contract management and compliance, experience managing WMS vendors from project initiation to closure (project launch to closure) with quality assurance experience and deliverable validation
- Excellent interpersonal skills, with demonstrated diplomacy and the ability to communicate effectively in a cross-cultural environment
- Fluency in writing and speaking English required; demonstrated ability to communicate clearly and concisely both orally and in writing
- Willingness to travel to Beira and Nampula, and possibly other cities within Mozambique periods of up to two weeks for about one-third of the time
- Available to travel out of the country for the period of 2 to 4 weeks per year
