USAID is recruiting a Maintenance Inspector, to be based in Maputo, Mozambique.
Description
  • The Maintenance Inspector position is established to assist the General Services Specialist (GSS) with performing the full range of Facility management and maintenance functions to the USAID/Mozambique managed properties, located in Maputo. The location of services includes Miramar Complex, TDY guesthouse and the Mission Directors Residence. Tasks include mechanical and building maintenance as well as environmental, safety and security compliance and upgrade
  • As a Facility Maintenance Assistant, the Job Holder will supervise service contractors performing building and equipment maintenance and upgrade, landscaping, pest control, and other related services

  • MARKET VALUE: USD 28,479– USD 39,875 per annum, equivalent to FSN-7 (Step1-12). In accordance with AIDAR Appendix J and the Local Compensation Plan of USAID/Mozambique. Final compensation will be negotiated within the listed market value
  • PERIOD OF PERFORMANCE: The base period will be one year, estimated to start on or about February 2025. Based on Agency need, the Contracting Officer may exercise an option period for the dates estimated as follows:
  • Base Period: February 2025 – February 2026
  • Option Period 1: February 2026 – February 2030
  • PLACE OF PERFORMANCE: Maputo, Mozambique, with possible travel
  • ELIGIBLE OFFERORS: To meet basic eligibility requirements, the applicant must be a cooperating country citizen, or a non-cooperating country citizen lawfully admitted for permanent residence in the cooperating country
  • Once the Contracting Officer (CO) informs the successful Offeror about being selected for a contract award, the CO will provide the successful Offeror instructions about how to complete and submit the required forms

Duties
Facility Management 80%
  • The Maintenance Inspector helps with the day-to-day operations of all USAID/Mozambique managed properties and assures that all mechanical systems are functioning in an effective and efficient manner The incumbent provides on-site supervision for all USAID/Mozambique related maintenance contracts. S/he forwards all upgrade requests to the General services Specialist and EXO to determine if changes are within the capability of the maintenance contractors to complete, without further competition
  • The Maintenance Inspector provides on-site supervision for all USAID managed properties and related service contracts, including but not limited to, electrical, sanitation, plumbing, waste disposal, garden, air-conditioning, and pest control. S/he assures that Facility management procedures and systems are consistent with current Mission practices and Mission Orders
  • Maintains, operates systems and associated equipment, and monitors the buildings automation system
  • Responds to emergencies and any afterhours building services as required. S/he will serve as the primary contact for all facility related emergencies, including but not limited to fire alarms, HVAC systems, security alarms, electrical, generators, pumps, leaks, plumbing, etc.
  • The Maintenance Inspector will also provide timely response to any building or housing systems deficiencies identified by the occupants, resulting from normal wear and tear, from normal use, or from substandard materials and maintenance services employed. S/He will be required to perform minor maintenance tasks as assigned by the Supervisor relating to plumbing, electrical, construction, painting, and other Facility related functions
  • S/He performs facility inspections, prepares and submits building condition reports, notifies the GSS on any problems that require immediate attention, and makes recommendations about the best corrective actions
  • The Maintenance Inspector helps the GSS with contacting external contractors and ensures that they are escorted/supervised as necessary. S/He inspects the work of service contractors and ensures that it meets the scope and specifications outlined in the contract
  • The incumbent maintains a logbook of service, maintenance, or construction activities performed at the USAID properties, including time and location, number of workers that attended the work site, any causes for delays and contractor proposed mitigation actions
  • In the absence of the General Services Assistant (GSA), the incumbent provides written scope of work for corrective maintenance services and communicates with housing occupants regarding scheduled maintenance services, as well as their progress status
  • The incumbent suggests new systems and/or approaches to the Supervisor that may lead to improved housing infrastructure
  • The incumbent will respond to the annual ICASS survey results on building maintenance
Safety, Health, and Security 20%
  • The Maintenance Inspector assures that USAID managed properties comply with all USG, Mission and Post Occupational Safety, Health, and Security program requirements in coordination with the General Services Specialist, the General Services Assistant and with the Post Occupational, Safety & Health Officer (POSHO)
  • Assures the physical and technical security of the USAID managed properties and exercises vigilance by personal observation and conducting “walk arounds” of the building and its grounds to assure the health of occupants
  • The Maintenance Inspector assures that all pesticides and cleaning materials used in the USAID managed properties are applied in compliance with industry standards and with USG Occupational Safety and Health Act (OSHA) policies
  • Implements the POSHO recommendations for Safety & Security improvements to USAID properties
  • Reviews Safety Plans submitted by service contractors and ensures safety compliance to POSHO standards
  • During contract execution, the incumbent ensures that all contractors attending work site wear Personal Protective Equipment (PPE) and employ safe industry tools, materials and practices
Position elements
  • Supervision Received: Works under the general supervision of the General Services Specialist
  • Supervision Exercised: No supervisory role anticipated
  • Available Guidelines: USAID ADS, FAM and Local Building Construction/Maintenance Industry Codes
  • Exercise of Judgment: Ability to work independently and good judgment is required in determining equipment replacement cycles, related procurement requests and in determining corrective actions, cost estimates and timeframes to resolve identified maintenance issues. Must also be prepared to exercise good judgment in the performance of his/her other related activities, particularly in making recommendations
  • Authority to Make Commitments: The incumbent does not make monetary or contractual commitments
  • Nature, Level, and Purpose of Contacts: Contacts with USAID staff to schedule and provide updates, maintenance work orders, contacts with Embassy staff to coordinate work orders and make-readies, contacts contractors to assign and track work orders and to provide supervision, and contacts with vendors to obtain or provide information, request quotations and coordinate walkthroughs
  • Time Expected to Reach Full Performance Level: Twelve Months
  • Support Items: The incumbent will be provided with office space, equipment, and supplies
  • PHYSICAL DEMANDS: The work requested does not involve undue physical demands
Requisites
  • Education: A minimum completion of Secondary schooling (12 years of formal schooling) is required
  • Prior Work Experience: A minimum of three years of experience in Facility maintenance and/or management, construction, including experience in plumbing, electrical, carpentry, masonry, HVAC, and other maintenance trades
  • Language Proficiency: English language fluency (Level III English), both in oral and written communications, is a requirement for this position
  • Job Knowledge: The incumbent must have a working knowledge, or the potential to quickly gain such knowledge, of USG and Mozambican building codes, Facility maintenance and occupancy regulations, policies, and practices, and other administrative procedures, and regulations. Must be knowledgeable of the areas of building maintenance and repair, including identifying and resolving errors on installed equipment such as generators, fuel and water pumping systems, or other equipment as required
  • Knowledge of plumbing, including wastewater systems is required. The incumbent must have the knowledge and the capability to draft scope of work for corrective maintenance actions
  • Skills and Abilities: Must possess the ability to be pleasant, patient, tactful, and firm when addressing issues with both American and local staff and officials. Also required is the capability to oversee contractors operating handling equipment. Additionally, must demonstrate proficiency in summarizing, analyzing, and evaluating information for the preparation of documentation, justifications, and terms and conditions. A valid driver's license is mandatory
Evaluation and selection factors
  • The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers.   • The technical evaluation committee may conduct reference checks, including references from individuals who have not been specifically identified by the offeror, and may do so before or after a candidate is interviewed

  • Per this scoring Skills and Abilities and Job Knowledge are the most important factors, followed by Prior Work Experience, Language Proficiency and Education. Applications will initially be screened for conformity with minimum requirements. Only applicants who meet the minimum qualification requirements for the position will be considered. Candidates will be evaluated based on relevant education, prior work experience, knowledge, language proficiency, skills and abilities demonstrated in their application packages. A Technical Evaluation Committee (TEC) will be convened to review applications and evaluate them in accordance with the evaluation criteria. Applications from candidates who do not meet the required selection criteria will not be scored. Only shortlisted applicants will be contacted and will be invited for a language test. Candidates successfully passing the language exam will be invited for an oral interview and may also be required to pass a written test. No response will be sent to unsuccessful applicants
  • Professional references will be conducted for the top ranked candidate and will be utilized to supplement the TEC’s recommendation to the Contracting Officer to offer the position to the top ranked candidate.
