M&E and Communications Associate

The Partnership for Supply Chain Management (PFSCM) is implementing the Supply Chain Management System (SCMS) contract for the United States Agency for International Development (USAID) as part of the President’s Emergency Plan for AIDS Relief. The purpose of the contract is to establish and operate a safe, secure, reliable and sustainable supply chain management system to procure pharmaceuticals, laboratory supplies and other products needed to provide care and treatment of persons with HIV/AIDS and related infections.

In Mozambique, SCMS is implemented by JSI Research & Training Institute, Inc (JSI R&T). SCMS works in close partnership with the Central de Medicamentos e Artigos Médicos (CMAM), the Laboratories Department (DL) and Medical Assistance Department (DNAM), and PEPFAR-funded Care and Treatment implementing partners.

The M&E and Communications Associate will serve as a member of the Information Systems Team. S/he will lead the project´s M&E efforts to:

  • Produce routine reports, particularly the project monitoring plan (PMP), for both internal and external consumption
  • Serve as a key communication resource to develop, track, and produce effective communications products (presentations, possibly newsletters, listservs, etc.) and outreach tools that build awareness and advocacy for the project’s efforts in logistics and commodity security
  • As appropriate, work with counterpart staff to develop their skills in M&E and communications
Duties
  • Collect key activity, challenges, and results information from project Team Leaders and develop monthly reports
  • Collect indicator data from project Team Leaders, work with them to analyze the data and suggest interventions, produce the quarterly PMP report and data tables, including the sub-set of data used in the home office PMP, and conduct quarterly review meetings with all Team Leaders
  • Work with the Malaria Data Associate to produce the quarterly End-Use Verification report
  • Work with the SIMAM Database Associate to analyze data from SIMAM to produce a quarterly report and other mechanisms to feedback data quality results to CMAM and other stakeholders by assessing the current availability of data, the flow of data, and the uses of that data
  • Assist in developing systems and procedures for timely reporting of information at provincial, district, and health facilities levels as appropriate
  • Update the project workplan matrices for quarterly submission
  • Collect the PMP, workplan matrices, financial information, and other reports for submission to key stakeholders on a quarterly basis
  • Collect the data and submit the USAID-required semi-annual and annual progress reports
  • Work with the Field Distribution Manager and others to develop the protocol for collecting data for stock status assessment, participate in finalization of the assessment, and assist in implementation and data analysis
  • Work with the Regional Logistics Advisors to target areas of intervention based on data from SIMAM
  • Develop and implement targeted communications strategies that promote the importance of supply chain management and commodity security
  • As appropriate, provide logistics M&E technical assistance to CMAM to assist in reporting against their own indicators
  • As appropriate, develop M&E study protocols and instruments, including background research and literature review to gather relevant data for country-specific studies
  • Participate actively in the development and implementation of project strategies in the fulfillment of results indicators and overall project goals
  • On an annual basis, adapt the indicators in the PMP in collaboration with project staff, CMAM, program staff, USAID, and other stakeholders
  • As appropriate, produce other reports and promotional materials (success stories, conference abstracts, research proposals, ad hoc reports requested by USAID, etc.)
  • Perform other duties as may be assigned
Requisites
  • Excellent written and verbal communications skills in English and Portuguese
  • A minimum of 3 years of experience in M&E
  • Demonstrated experience in serving as a consultant, preferably under a USG donor-funded project
  • Demonstrated experience in building the capacity of counterparts
  • Expertise with MS Excel, MS Word and PowerPoint
  • Ability to work independently, accomplish goals and meet deadlines
  • Experience in supply chain management preferred
  • Knowledge of the Mozambique National Health System preferred

This position is a local hire position based in Maputo, Mozambique and provides no USG allowances. Applicants must be Mozambican nationals or legal residents able to work in Mozambique.
