TechnoServe is recruiting a MEAL Specialist (m/f), to be based in Nampula, Mozambique.
Description
- Program Overview: The United States Agency for International Development (USAID) in Mozambique funds the five-year Feed the Future Mozambique Promoting Innovative and Resilient Agriculture Market Systems Activity (FTF Premier). The FTF Premier activity will facilitate the development of an inclusive, resilient, and sustainable market system to boost agriculture-led economic growth in the Nacala corridor of northern Mozambique. The activity will use a market systems approach and will create opportunities for vulnerable, women and youth in the agricultural sector to increase income and engage in business activities. FTF Premier will do so by:
- Enhancing access to finance across sectors for the rural poor and SMEs
- Enhancing risk mitigation management
- Building the capacity of smallholder producers and agribusinesses
- Increasing incomes for smallholder farmers
- Establishing strong and transparent relationships between actors
- Expanding employment and entrepreneurship opportunities, especially for youth and women
- Position Overview: The Monitoring & Evaluation Specialist (M&E Specialist) will be part of a team of three experts in charge of measuring the impact of project activities in the Nacala corridor but not limited to. The M&E Specialist will secure and collect indicator data, and verify the quality and integrity of the information prior to submission into the MEL System to measure FTF Premier performance and impact. To achieve these tasks, the M&E Specialist will be supported by the program’s MEL and CLA Manager, Technical Director and Chief of Party
Duties
- Be responsible for the periodical (weekly, monthly, quarterly, annually) collection of data for the FTF Premier indicators from geographical areas, partners, grantees and indicators
- Supervise data collectors and data collection for the responsible project areas and indicators
- Be responsible for the monitoring of activity implementation and report weekly highlights and monthly performance monitoring in reference to the annual work plan
- Assure timely and complete data collection tools are used properly by FTF Premier staff, Partners and Grantees to document activities, participation, outputs, outcomes and results
- Document and archive MEL data and evidence in an organized manner
- Assure timely entry of MEL data in the FTF Premier MEL system
- Assure the MEL data complies with the USAID and TechnoServe data quality requirements, defined in the PIRS’ and Data Quality assessments
- Support the MEL manager in monthly, quarterly and annual reporting to the FTF Premier management team, TechnoServe and the donor
- Assure FTF Premier is implemented in compliance with the TechnoServe project quality standards and provide evidence for the TechnoServe Project Quality reporting
- Contribute to the development and update of the project’s overall results chains and result measurement plans
- Support the MEL and CLA Manager, Technical Director and the Chief of Party to monitor and assess the implementation of project activities, and identify area for learning and improvement
- Indicate to the FTF Premier MEL manager important learning and success stories from the FTF Activity implementation
- Review and monitor the implementation of partnerships with intervention partners (e.g., private sector, government, NGOs) to understand whether expected results are delivered
- Contribute to establishing a team culture grounded in collaboration, openness, and learning
Requisites
- Bachelor's degree (Master's degree will be an advantage) in business management, economics, statistics or international development, or relevant academic background in an analytical field, with proven analytical skills in market research/social science research
- 3 years of experience in M&E methods and approaches (M4P, MSD will be an advantage), including design, planning and implementation of monitoring and evaluation systems, management information systems (MIS), analysis and reporting using logical and other strategic planning approaches
- Proven track record designing qualitative and quantitative measurement tools
- Demonstrated understanding of CLA into the program cycle and gender and youth issues in agriculture or market systems
- Prior work experience in countries in Southern Africa (experience working in NGO´s or Private sector will be advantage)
- Demonstrated analytical and writing skills and fluency in both Portuguese and English
- Familiarity with the Donor Committee for Enterprise Development (DCED) impact measurement standards is preferred
- Conversant in statistical analytical packages (e.g. STATA, R, Nvivo, SPSS)
- Experienced in data collection using mobile
- Experience in conducting research bout qualitative and quantitative
- Knowledge, Skills and Abilities:
- Excellent oral and written presentation skills and good computer skills in business software (Excel, Power BI and PowerPoint) and other administrative applications
- Strong project management skills including the ability to anticipate demand and manage multiple tasks and projects while meeting tight deadlines
- Understanding of capacities and constraints of smallholder farming and agribusiness development
- Detail orientation, including strong organizational, analytical and quantitative skills
- Results-oriented, with demonstrated experience achieving project targets
- Strong interpersonal and cross-cultural skills
- Proven team player with strong interpersonal and cross-cultural skills
